Research On Tracking Audit Evaluation Index System For Policy Implementation Of Agricultural Park In L District

At present,China has entered a new stage of development,which is the result of comprehensively promoting the Rural Revitalization Strategy and accelerating the modernization of agriculture and rural areas.However,the problems of weak agricultural foundation stability,unbalanced and insufficient development are still prominent.In order to implement the new development concept and build a new development pattern,the implementation of agricultural park policy is essential.However,there are still many problems to be solved in the process of policy implementation,which affect the effect of policy implementation in agricultural parks.On the one hand,it can dynamically supervise the implementation of relevant policies and measures in agricultural parks,on the other hand,it can effectively reflect the problems existing in the implementation of relevant policies and measures in agricultural parks,so as to promote the real implementation of policies and produce results.Therefore,the research on the tracking audit evaluation index system of agricultural park policy implementation has important practical significance.Firstly,this thesis summarizes the research on agricultural parks and policy implementation,policy implementation follow-up audit and policy implementation follow-up audit evaluation by scholars at home and abroad;Secondly,it expounds the concepts and theoretical basis related to the follow-up audit of agricultural parks and policy implementation;Then it summarizes the audit situation of follow-up audit of policy implementation in L District Agricultural Park,and holds that there are three problems in its evaluation system:lack of integrity,lack of systematicness and lack of standardization;Based on the above,this thesis divides the evaluation index system into three stages: policy formulation stage,implementation stage and effect stage,constructs the policy implementation tracking audit evaluation index system of agricultural park in L District,and uses analytic hierarchy process to make a questionnaire and distribute it to experts to determine the weight of each index;Finally,the fuzzy comprehensive evaluation method is used to apply the follow-up audit evaluation index system of agricultural park policy implementation in L District,and the evaluation results are analyzed.Based on the existing research of policy implementation follow-up audit,combined with the characteristics of agricultural park policy,this thesis constructs the evaluation index system of policy implementation follow-up audit for L District Agricultural Park.This thesis can further enrich the research related to the follow-up audit and evaluation theory of policy implementation,provide ideas for China’s audit departments to improve the scientificity and efficiency of audit and evaluation of agricultural park policy implementation,obtain intuitive evaluation results,help relevant departments find the hidden dangers and problems existing in the implementation of agricultural park policy in time,and finally promote the effectiveness of agricultural park policy.
