International institutional cooperation is an important form of international political cooperation.In order to realize international regime cooperation,countries should first recognize the difference between domestic institution and international regime,then adopt policy change to realize the connection between internal and external institutions.This process virtually reflects the reality that international regime will influence domestic institution.This paper takes the administrative system reform since China applied for WTO accession as an example,taking the period from 1993 to2001 as the main time node,and tries to reveal the interactive relationship between international regime and domestic institution through exploring the influencing factors of international and domestic levels.In the first chapter,this paper introduces the basic situation of WTO regime and the access requirements of its principles to the administrative system.In the second chapter,this paper explains three domestic factors account for WTO’s influence on China’s domestic politics,and analyzes the connotation of each factor and its performance in China’s domestic politics.In the third chapter,this paper firstly reviews the process of China’s administrative system reform,especially from 1993 to 2001,and then makes a detailed analysis of the three domestic factors in the process of China’s administrative system reform.Finally,this paper evaluates the influence of WTO principles on China’s administrative system reform and reveals the limitation,caused by domestic factors,of the external influence.Through case analysis,this paper finds that the influence of international regime on domestic institution has dual characteristics.International regime can promote the reform of domestic institution,but at the same time,this power has limitations.In this case,the promotive force is mainly manifested as dynamic transformation(from strategic to institutional),direction guidance and external guarantee.The limitations are mainly manifested as resistance to reform and the filtering effect of decision-making elite.Finally,this paper summarizes the procedural rules of international regime’s influence on domestic institution in this case: 1.The premise of the influence is the need for the connection between China’s institution and WTO regime.2.The intermediary link of the influence includes three domestic factors.3.The direction of the influence is from inside to outside and then to inside.On this basis,this paper reveals the relationship between the two levels when WTO regime exerts an influence on China’s administrative system reform. |
