According to the central decision-making and deployment,in 2010,19 provinces and cities started a new round of counterpart support for the development of Xinjiang.With the continuous in-depth progress of the counterpart aid to Xinjiang,with the help of the central government,the aid provinces and the continuous efforts of Xinjiang itself,Xinjiang has made remarkable achievements in the fields of public infrastructure construction,medical care,education,talents,science and technology.As a national strategy and an important measure to achieve social stability and long-term stability in Xinjiang,the new round of counterpart aid policy in Xinjiang has had a profound impact on all aspects of Xinjiang’s economic development through various means such as people’s livelihood aid,education aid,and industrial aid.For this reason,a systematic and in-depth study of the impact of the new round of counterpart aid policies on Xinjiang’s economic development is not only of great practical significance for promoting the aid work in Xinjiang more effectively,but also for how to improve the implementation effect of policies,which has important theoretical reference value.On the premise of paying attention to the overall implementation of the aid policy to Xinjiang,this paper focuses on the theoretical and empirical part of the impact of the new round of aid policy on Xinjiang’s economic development,aiming at the problem that the existing research has not paid enough attention to the long-term impact of aid to Xinjiang.In-depth understanding of the main content and policy text content of the new round of counterpart aid policy in Xinjiang,and on this basis,analyze the current situation of the impact of the new round of counterpart aid policy on Xinjiang’s economic development.Then,it analyzes the mechanism of the new round of counterpart aid policy on Xinjiang’s economic development,and builds a mathematical model to deduce the relationship between the new round of counterpart aid policy and variables related to Xinjiang’s economic development.Then select the relevant data from 2002 to 2019 of 159 counties and cities in Northwest China and 82 counties and cities in Xinjiang receiving aid areas,and use the double difference propensity score matching method(PSM-DID)to evaluate the economic effects of the new round of counterpart aid policies to Xinjiang.At the same time,the mediation effect analysis method is used to study the role path of aid funds in Xinjiang,and to verify the theoretical model.Finally,the survey and analysis of the residents’ satisfaction and the development of enterprises in the aided areas are carried out.The main conclusions of this paper are as follows: first,the new round of counterpart aid policy has a positive effect on all aspects of Xinjiang,and the analysis of the policy text reflects that the content of aid to Xinjiang covers a wide range and the forms of policy release are diverse,and the key words revolve around the focus of aid to Xinjiang.Second,through the PSM-DID test,it is concluded that the implementation of the new round of counterpart aid to Xinjiang has a positive effect on regional economic growth and per capita GDP growth,and has a significant role in promoting the development of Xinjiang’s tertiary industries.Intermediaries affect Xinjiang’s economic growth.Third,residents have a high level of satisfaction with the implementation of the aid policy in Xinjiang.Among them,the utility satisfaction of people’s livelihood aid to Xinjiang is greater than that of education aid to Xinjiang and medical aid to Xinjiang.There is still room for improvement in the satisfaction of employment aid and industrial aid.The development of aided industrial parks in Xinjiang needs to be further improved to play a greater role.
