Since the 18 th People’s Congress,China’s rural development process has ushered in an unprecedented breakthrough,we have won a complete victory in the battle against poverty.As a major agricultural province,H Province has been committed to the great transformation and upgrading from traditional agriculture to modern agriculture in recent years,It has opened up a unique and fruitful road for the development of modern agriculture.However,at the same time,the problem of insufficient driving force for agricultural and rural development remains prominent.Finance was an important support for the implementation of the rural revitalization strategy,As a financial institution whose function has always been to support agricultural development and the Agricultural Bank of China H branch has made certain achievements in the process of serving rural revitalization in the past few years,But at the same time,it has also revealed that there were still some gaps and shortcomings in the field of rural financial services.At present,based on the business development of Agricultural Bank of China,it is significant to study the development of agricultural economy by financial services,especially to help revitalize the countryside.Based on this,this paper takes the Agricultural Bank of China H branch as the research object and analyzes the issues related to financial services for rural revitalization,and composes the concepts of rural revitalization strategy,rural finance,rural financial services and inclusive finance for agriculture,farmer and rural area.by studying and analyzing domestic and foreign literature.The study was guided by theories such as rural development theory,agricultural credit subsidy theory,agricultural financial market theory and financial promotion theory.Starting from the action mechanism of Agricultural Bank of China supporting rural revitalization,this paper expounds the significance of Agricultural Bank of China serving rural revitalization,and summarizes the external opportunities and challenges faced by Agricultural Bank of China under the background of rural revitalization,as well as the new needs put forward by Agricultural Bank of China in terms of path,concept,method and tool.Through studying the current situation of financial services for rural revitalization in Agricultural Bank of China H branch,the problems of lack of differentiation of service paths,insufficient innovation of service concept,the service methods are not implemented scientifically and the promotion of service tools is difficult are summarized.The cases of serving rural revitalization in Tibet,Inner Mongolia and Guizhou provinces of Agricultural Bank of China were selected,and the feasibility of serving rural revitalization according to local conditions was explored through literature research method,survey interview method and system analysis method.Finally,based on the actual situation of Agricultural Bank of China H branch,it proposes to formulate differentiated rural revitalization policies on a macro level,promote the integration and development of industries,and promote the construction of rural credit system on a micro level;optimize the structure of rural financial service personnel,incentive system for rural revitalization on a conceptual level,and strengthen professional training,and improve the business evaluation;improve the system of rural-related loans,establish an accurate statistical system for rural revitalization,and build a scientific cooperation model on a methodological level.In terms of methodology,it is proposed to improve the system of rural-related loans,establish an accurate statistical system for rural revitalization,and construct a scientific banking and government cooperation model;in terms of tools,it is proposed to promote the upgrading of rural financial service channels,promote the construction of county rural payment and settlement system,and innovate a platform to promote the development of inclusive finance for the "agriculture,farmer and rural area" as the important basis and decision-making guidance for rural finance to help rural revitalization.It aims to promote the implementation of rural revitalization in H Province and provide important basis and decision-making assistance for the future development of financial support for agriculture.
