The Impact Of China’s Undertaking Of Offshore Service Outsourcing On The Industrial Structure Upgrading

Under the background of Digital Economy driving and technology application transformation,service outsourcing is becoming more and more high-end and intelligent,which becomes an important way to enhance the allocation of industrial resources and accelerate the development of industrial integration.China as the world’s second largest offshore service outsourcing business to undertake,to vigorously develop the service outsourcing,especially to encourage our enterprises to develop offshore outsourcing,not only can make full use of the service resource advantage to participate in global production,improve the international competitive ability,and to speed up the adjustment and upgrading of industrial structure in our country has important strategic significance.Firstly,this paper summarizes the domestic and foreign research on service outsourcing and industrial structure and its upgrading connotation,and reviews the relevant literature on offshore service outsourcing and industrial structure upgrading.Then,on the basis of previous studies,the measurement method of the amount of undertaking offshore service outsourcing and the upgrading level of industrial structure in China is developed,and its development status is analyzed.Secondly,it combs the influence mechanism of undertaking offshore service outsourcing on industrial structure upgrading.Thirdly,this paper explores the local effect and spatial effect of the impact of offshore service outsourcing on industrial structure upgrading by using Spatial Dubin Model based on the data of 26 provinces(municipalities and autonomous regions)in China from 2008 to 2019,and further analyzes the regional difference of the impact by sample.Finally,four mediating variables,technological innovation,knowledge spillover,human capital accumulation and material capital accumulation,are incorporated into the mediating effect model to explore the influence mechanism of undertaking offshore service outsourcing on industrial structure upgrading.The results of this paper show that:(1)the scale of offshore service outsourcing in China continues to grow,the level of industrial structure rationalization and advancement are improving year by year,but there are remarkable regional differences,and the eastern region has more advantages on the whole.(2)There is a strong spatial dependence between China’s provinces and cities to undertake offshore service outsourcing and industrial structure rationalization and advancement,and the geographical characteristics of spatial agglomeration.(3)Undertaking offshore service outsourcing has a significant positive effect in promoting the industrial structure rationalization and quantity of industrial structure advancement,but has no significant effect on the quality of industrial structure advancement;the quantitative and qualitative spatial spillover effect of industrial structure upgrading is positively significant,but it has no significant hindering effect on the development of industrial structure rationalization in neighboring provinces.(4)There are differences in the direction and intensity of the impact of undertaking offshore service outsourcing on industrial structure in the east,middle,west and northeast China;the undertaking of offshore service outsourcing in eastern China can promote the industrial structure rationalization and quantity of industrial structure advancement,but has no obvious effect on the quality of industrial structure advancement;the undertaking of offshore service outsourcing in central China significantly promoted the rationalization of industrial structure,significantly hindered the quality of industrial structure advancement,and had no significant impact on the quantity of industrial structure advancement;the role of undertaking offshore service outsourcing in western China is not significant;the undertaking of offshore service outsourcing in northeast China has significantly restrained the advancement of industrial structure both in quantity and quality,but has an insignificant positive effect on rationalization.(5)Technological innovation,knowledge spillover,human capital accumulation and material capital accumulation all play a certain intermediary role in the process of undertaking offshore service outsourcing to promote the industrial structure upgrading.Material capital accumulation has the most obvious mediating effect,while technological innovation has a weak mediating effect.Finally,this paper puts forward policy suggestions from four aspects based on the research results:promoting regional balanced development of offshore service outsourcing,strengthening inter-regional interaction and cooperation in industrial development,improving the technical innovation level of service outsourcing enterprises and improving the talent training mechanism of service outsourcing.
