Research On The Problems And Measures Of Local Government’s Development Of Night-time Economy

With the continuous development of overall economy and society prosperity,more and more people are longing for a better life with higher level of consumption ability and improving consumption standards.As an important factor to drive China’s economic growth,consumption is the starting point and baseline of government work nowadays.Many cities in China began to vigorously develop night-time economy to stimulate and incentivize nighttime consumer spending.However,the research on night-time economy started late in China.Comparing with foreign cities,there’re differences and deficiencies in residents’consciousness of night-time consumption,cultivation of night-time commercial activities and related infrastructure construction.Together with the complexity of night-time city management,all the above factors lead to multiple challenges for local governments to develop night-time economy.Therefore,it is beneficial for local governments to research the current situation of night-time economy in China,identify and summarize existing problems in the process of developing night-time economy,and analyzing the current pain points to find scientific and localized solutions to carry out related works to develop night-time economy.Using the development of night-time economy from Jinan as background,this thesis refers to academic studies on night-time economy,and utilizes semi-structured interview method,theme analysis method,questionnaire survey method,and case studies to analyze current problems and solutions of developing night-time economy for local governments.Firstly,from a macro perspective,this thesis summarizes Jinan’s current situation of night-time economy by reviewing policies,documents and collecting relevant data.Secondly,by conducting interviews with consumers,managers of night-time businesses and governors,and by analyzing case studies of the ongoing governmental related work,this thesis concludes the following areas of further improvements for night-time economy development:unappropriated infrastructure construction,insufficiency of the cultivation of nighttime commercial activities,inadequacy of nighttime environmental protection,lack of consumers’consciousness of nighttime consumption,and lack of economic operational systems and policies.To be more comprehensive,ineffective use of policy methods,inadequate planning of night-time commercial operations,the lack of standardized management in area with nighttime business accumulations,unclear responsibilities divisions between government functions,insufficient participation of social forces,and lack of effective guidance to improve residents’ awareness towards night-time economy are all areas of further improvements.As a result,based on the above research,this thesis provides solutions hoping to help local governments as helpful reference based on optimization of political supporting system,construction of a multi-agent development management system,ad scientific enablement towards the development of night-time economy.
