| The 19 th National Congress of the Communist Party of China clearly pointed out that innovation is the first driving force for development and an important force supporting the construction of a modern economic system.China is in the midst of economic development,and it is particularly important to regard innovation as the main force in building a modern economic system.In order to regard technological innovation as the internal driving force for modern economic growth,China’s technological innovation input has continued to increase.However,to achieve the transformation from "Made in China" to "Created in China",the increase in the total amount of innovative resources input cannot solve the fundamental problem,and the improvement of technological innovation efficiency is the key.Since the reform of the tax-sharing system in the 1990 s,the economies and finances of the provinces have been relatively independent.Under the encouragement of the official promotion system,the local economy has developed rapidly.However,the construction of market-based economic systems in various regions has also been affected by the asymmetric allocation of resources.The resulting economic cooperation between market segmentation and division has had a significant impact on regional technological innovation efficiency.This paper selects 30 provincial panel data from 2004 to 2016,and uses the three-stage DEA-Windows,"price method",and "gravity model" to measure the provincial technology innovation efficiency,market segmentation index and innovation factor flow respectively,through Moran’s Based on the spatial correlation of I test,the spatial Dubin model and the mediation effect model are used to empirically test the path of market segmentation by inhibiting the flow of innovative elements and affecting the efficiency of technological innovation.In order to explore the effect of breaking market segmentation,the use of regulated The mediation effect model explores the regulatory role of infrastructure investment on the intermediary path.Finally,the main conclusions of this paper are as follows:(1)Moran’s I index indicates that there is significant spatial correlation between China’s provincial technology innovation efficiency and innovation factor flow.(2)As far as the whole country is concerned,market segmentation has a significant inhibitory effect on the efficiency of technological innovation,and market segmentation inhibits the improvement of technological innovation efficiency by hindering the flow of innovation factors.In terms of regions,market segmentation significantly inhibits technology in the eastern and central regions.Innovation efficiency,while the impact of the western region is not significant.The results of the mediation effect show that the flow of innovation elements only plays a part in mediating role in the eastern and central regions and plays a full intermediary role in the western region.(3)Both soft and rigid infrastructures play a significant role in regulating variables,so that the original market segmentation is negatively transformed by inhibiting the flow of innovation factors and hindering the efficiency of technological innovation.The soft infrastructure is for the eastern region.The regulation effect is the largest,followed by the central and western regions;the hard infrastructure has the most regulatory effect on the eastern region,followed by the western and central regions. |
