Research On The Quality Evaluation Of Archival Patents Based On AHP-entropy Method

Since the 18 th Party Congress,the strategy of innovation-driven development and the strategy of strengthening the country through intellectual property rights have gradually risen to the level of national strategy,and intellectual property rights have increasingly become an important grip on China’s high-quality economic development.As one of the key players in the field of archival intellectual property,the number of archival patent applications has grown significantly.However,along with the increase in the number of archival patents,the quality of archival patents is difficult to be guaranteed,resulting in a worrying situation that "the number is more important than the quality".Therefore,it is urgent to create an archival patent quality evaluation index system,conduct scientific and efficient evaluation of archival patent quality and propose targeted countermeasures to improve the quality of archival patents in China.Firstly,archival patents are defined from two perspectives: broad and narrow,and archival patents are classified according to the criteria of patent nature,patent form and patent technology field respectively,and the characteristics of archival patents that distinguish them from other patents are proposed.Secondly,on the basis of clarifying the purpose of evaluating the quality of archival patents in China,the indexes for evaluating the quality of archival patents in China are determined by the literature research method with the principles of scientificity,feasibility and independence as the criteria.Again,the AHP-entropy method of the portfolio assignment method is selected to assign weights to the selected archival patent quality evaluation indexes,and then form China’s archival patent quality evaluation index system.Finally,we analyze and empirically study the number of archival patent applications,applicants(right holders),technical classifications,regions and legal status of archival patents in China by combining the archival patent data of each provincial administrative region in China,and evaluate the quality level of archival patents in China by combining the results of the empirical study to propose strengthening the rigid constraint of archival patents,enhancing the scientific and technological strength of archival patents,expanding archival patent policies,and innovating archival patent talents.In order to improve the quality of archival patents in China,we propose countermeasures to strengthen the rigid constraints of archival patents,enhance the scientific and technological strength of archival patents,expand the policy input of archival patents,and innovate the cultivation of archival patent talents.
