Under the premise of the popularization of ordinary undergraduate course and the national popularization of high school education,there has been a growing debate over whether it is appropriate to have a "roughly equal" ratio for high school education.Secondary vocational education plays a very important role in the modern vocational education system,and is one of the "dual cores" of senior secondary education.Therefore,for the coordinated development,scientific management and rational planning of the two types of high school education,the government shoulders the responsibility of unshirkable.This paper makes a comparative study on the financial investment policies of senior high school general vocational education in China.Firstly,we analyze the overall situation of the financial input policy of senior secondary education in China from three aspects: financial input,financial cost sharing and compensation mechanism,and financial expenditure system,and point out the existing problems,such as unsatisfactory financial input in the field of secondary vocational education,unreasonable division of education costs among government,individuals and enterprises,and poor financial expenditure system.Secondly,the financial input efficiency of ordinary high school education and secondary vocational education is processed by DEA model,The results show that the financial fund allocation efficiency of high school general vocational education presents a step-type distribution with advantages in the western region and weak advantages in the central and eastern regions.Then,the financial policies of Germany,Korea,and France are studied,and the experiences worth learning from China are summarized.Finally,based on the above research and analysis,the following countermeasures are given: adjust the investment structure of high school general vocational education,improve the proportion of secondary vocational education funds;Innovate the way of financial investment according to the characteristics of education types and implement differentiated allocation;To clarify the authority and expenditure responsibility of senior high school general vocational education;Improve the efficiency of financial investment in high school general vocational education and improve the evaluation system;We will improve the cost-sharing system for senior secondary vocational education and improve the mechanism for raising funds through multiple channels. |
