The Influence Of Autonomy Of University Technology Transfer Offices On Technology Transfer Performance

As an important intermediary structure of technology transfer,university technology transfer offices are an important force to promote the transformation of scientific and technological achievements into productive forces.Most of the technology transfer offices developed from colleges and universities are attached to colleges and universities as academic organizations or departments of colleges and universities,but a few are independent and operate as independent organizations or companies.Different organizational structures lead to different autonomy of technology transfer offices: technology transfer offices managed and controlled by universities usually have little autonomy or no autonomy.However,technology transfer offices established outside universities have the right to independent management and operation,with greater autonomy.Compared with technology transfer offices without autonomy,offices with autonomy will pay more attention to their own business performance and development,so as to be more motivated to play the role of intermediary offices to promote the transformation of scientific and technological achievements.Therefore,whether university technology transfer offices have autonomy will have a certain impact on technology transfer from the subjective will and objective conditions.In recent years,our country attaches great importance to the transformation of science and technology achievements,but the existing technical transfer offices in universities transformation power is insufficient,the transformation ability is weak,the decision-making efficiency is low practical problems hinder its efficient and healthy development.Based on this,this paper studies the influence of autonomy of university technology transfer offices on technology transfer performance.There are two main effects for technology transfer offices in universities to play the role of intermediary offices.One is the agglomeration effect of professional talents.The more technology brokers with both professional skills and marketing experience can be hired,the more convenience can be provided for technology transfer with more professional services and stronger conversion motivation.The second is the screening effect of scientific and technological achievements.The transfer value of low-quality achievements is low,the time is long,and the reputation of technology transfer offices will be damaged.Effective technology transfer management can inhibit the import of low-quality results,identify and incubate high-quality results,so as to better promote technology transfer.Based on this,this paper also studies the mechanism of autonomy of university technology transfer offices on technology transfer.Based on the survey data of technology transfer offices in Chinese universities in2019-2020,this paper studies the influence of the autonomy of technology transfer offices in universities on technology transfer performance and further analyzes the mechanism behind it by using a hierarchical linear model.It is found that the autonomy of technology transfer offices in colleges and universities has a significant positive impact on technology transfer performance,and the autonomy of technology transfer offices in colleges and universities can have a positive impact on technology transfer performance through the effect of professional talent clustering and technology achievement screening.Further analysis shows that the level of regional economic development and the intensity of R&D investment are the important situational factors affecting the relationship between the autonomy of university technology transfer offices and technology transfer.After controlling for endogeneity and other problems,the empirical results are still valid,which ensures the robustness of the research conclusions.This paper not only deepens the research on the influencing factors of technology transfer performance,but also helps us to fully understand the autonomy of university technology transfer offices,which has important theoretical significance and practical value.
