| As a key factor affecting the quality of education,the professionalization of VET teachers has become an important issue in the environment of increasing emphasis on vocational education.The education of VET teachers is the foundation to promote their professional development,and the relevant teacher education policies play a leading role and promote the development of VET teachers’ education.At present,our country has gradually improved the relevant policies of VET teachers’ education,but there still remain problems.The fundamental reason lies in the lack of clear understanding of the professional competence of VET teachers,so there are problems in the policies in strategic respect.However,German vocational education and training enjoys a good reputation globally with a high-quality team of VET teachers and a perfect system of educational policies for VET teachers.Analyzing its characteristics and summarizing the rules from the point of professional competence is conducive to providing ideas for the improvement of Chinese policy.Therefore,this study focuses on German VET teachers who mainly teach theory in lesson,and takes the text related to professional competence in policies of German VET teacher education as the research object,in order to explore the characteristics of the related policies since the reunification of Germany,the characteristics and development tendency of professional competence requirement of German VET teachers conducting theory course,and then offer relevant policy suggestions.In this way can this study enrich the research of foreign teacher education policy and promote the improvement of theory about professional competence of VET teachers.The main research method used in this study is content analysis.Firstly,policies were collected from the official website of the German Federal Ministry of Education and Research and The Standing Conference of the Ministers of Education and Cultural Affairs of the L(?)nder in the Federal Republic of Germany according to the selection criteria.Finally,26 relevant policies were obtained and coded for the first time according to the promulgation time of the policies.Then,the words and paragraphs related to the professional competence of VET teachers for theory course in relevant policy texts are selected as the analysis unit and coded for the second time according to the order of their appearance in the text,constituting the text base of this study.At the same time,based on the theory of teacher professionalization and the theory of teacher professional development stage,by referring to the descriptions of VET teachers’ competence in 95 core journal literatures and statistics of keywords,and the competence frameworks of VET teachers in developed countries,a text analysis framework suitable for this study was established and adjusted by pre-coding.After reliability and validity test,this analysis framework is finally adopted to carry out the coding of relevant policy texts and present the quantitative analysis results from four dimensions: policy characteristics,professional competence requirement characteristics,the relationship between policy and professional competence,and development tendency.Finally,this study summarizes the characteristics of policies for the education of German VET teachers for theoretical courses from three aspects: policy subject,policy type and policy development.It is found that the professional competence requirements of German VET teachers for theoretical courses are characterized by generalized expression,stable elements,continuous enrichment of connotation,humanistic orientation,following the systematic ability view,and partial distribution.It is expected that the professional competence requirements of German VET teachers for theoretical courses will continue to enrich the connotation and have stronger epochal character while keeping the basic elements unchanged.Therefore,the following suggestions are put forward for the further development of China’s relevant policies: Strengthen the integration of national and local consideration factors,and express the corresponding requirements systematically and concretely;To build a team of double-qualified teachers with Chinese characteristics through "combination" approach,and pay attention to the role of teachers for theoretical courses in multiple fields;Strengthen the construction of professional competence standard of VET teachers for theoretical courses;Follow up the needs of times,standardize first and then develop the professional competence of VET teachers for theoretical courses with specific projects. |
