A Case Study On The Alliance Operation Of Application-Oriented Undergraduate Universities In Sichuan Province

In the era of competition and cooperation,strengthening exchanges and cooperation between colleges and universities and realizing resource sharing has become a new trend in the development of higher education in the world.For application-oriented undergraduate universities,it is an effective path for the high-quality development of application-oriented undergraduate universities to take the road of strategic alliance,integrate educational resources and improve the overall strength of application-oriented undergraduate universities.In 2016,The Education Department of Sichuan Province and other departments jointly issued the Implementation Opinions of Sichuan Province on Guiding Some Local Ordinary Undergraduate Universities to Change into Application-oriented Universities,promoting the establishment of the Application-oriented Undergraduate Universities Alliance in Sichuan Province.Through the alliance,the organization and management mode of application-oriented universities should be innovated in the coordination,the elements of running schools are activated,the advantages are realized,the core competitiveness of alliance members is enhanced,and the ability of application-oriented universities to deal with external risks is improved.It has been seven years since the establishment of Sichuan Applied Undergraduate University Alliance,and its operation mechanism and effectiveness have become an important practical concern.In this study,literature research method,in-depth interview method,rooted theory research method and case study method are used to analyze the case analysis of Sichuan Province.First of all,the core concept and theoretical basis of the application-oriented undergraduate university alliance are clarified based on the domestic and foreign literature and data,and the basic path of the operation of the application-oriented undergraduate university alliance is established.Secondly,the motivation,operation mechanism and the cooperation effect of Sichuan Province are investigated.Finally,according to the interview materials,the three-level theoretical research method is used to code them,and the theoretical model is constructed,so as to analyze the difficulties of the operation of Sichuan Application-oriented undergraduate university alliance and explore the reasons,and put forward the operation and development strategy of application-oriented undergraduate university alliance in Sichuan Province.It is found that during the operation and development of the alliance of applied undergraduate universities in Sichuan Province,students exchange and mutual recognition of credits are implemented in personnel training,scientific research projects are jointly declared and research institutes are jointly established,online courses are opened in resource sharing,libraries and laboratories are partially shared,cooperation with other alliances is carried out in foreign cooperation,rural revitalization is devoted to social services,and consulting services are provided to the provincial government.However,the role of the alliance has not been fully exerted,the cultural ecology of the alliance is unbalanced,the organizational structure needs to be optimized,the system guarantee needs to be improved,and the alliance cooperation has little effect.The reason is that the alliance lacks top-level design,the value cognition of alliance members is vague,the alliance resources are relatively scarce,the support of government departments is not in place,and geographical dispersion affects cooperation.In view of the predicament of the alliance operation of application-oriented undergraduate universities in Sichuan Province,this study holds that to improve the effectiveness of the alliance operation,it is necessary to reshape the value concept and jointly build the alliance cultural ecology;Break the compartmentalization and optimize the organizational structure;Strengthen alliance management and improve the system guarantee system;Empower the development of the alliance and enhance the effectiveness of cooperation.
