Research On The Motivation,dilemma And Countermeasures Of Independent College Transfer From The Perspective Of Governance Theory

In the private education in our country,independent colleges have an indispensable position,and they’re an important force to promote the transformation and development of higher education.In order to promote independent colleges’ sustainable development,the state issued relevant policies to require independent colleges to transfer.At present,some independent colleges in our country have completed the transformation,and embarked on the road of independence and innovation.However,there are still many independent colleges that have not completed the work of transformation,which need to be perfected and standardized in practice.Since the Ministry of Education issued the document “Independent College Setting and Management Measures” in 2008,independent colleges around the country have embarked on the road of transformation,however,in reality on the way to transfer,colleges encountered many difficulties.As of2023,there are still 157 independent colleges in the country have not completed the transfer work.The transformation process is relatively slow.In addition,there are obvious regional differences in the process of independent colleges’ transformation,and the transfer speed is also extremely unbalanced.This paper first discusses the background of the independent college transformation,explains the governance theory,and studies the independent college transformation based on the governance theory.Taking the document “Some Opinions on Standardizing and Strengthening the Management of Independent Colleges and Universities with New Mechanism and Mode” issued by the Ministry of Education in2003 and the document “Setting and Management Measures of Independent Colleges”issued in 2008 as nodes,the construction process of independent colleges is divided into the embryonic stage,the development stage and the regulation and rectification stage,so as to understand the development of independent colleges.Secondly,through the investigation of the development status of independent colleges in China and the interview analysis of the status quo of independent colleges in Sichuan Province.It is found that there is an obvious difference in the speed of independent colleges’ transformation,and the progress of the transformation is slow.There are four problems in the transformation of independent colleges: the contradiction between the overall policy orientation and the actual policy implementation,the failure of the government to reach an agreement on the transfer issue,the imperfect internal governance of independent colleges and the gap between the policy and the standard of transformation.It also analyzes the causes of the problems faced by the independent college transfer,and concludes that the reasons for the difficulties faced by the independent college are incomplete government supervision,imperfect laws and regulations,ambiguous ownership of property rights,and interest subjects’ pursuit hindering the transformation process.Finally,the paper puts forward strategies to solve the problem faced by the independent college transformation: draw lessons from the successful transformation experience to actively guide the independent college transformation,strengthen the policy guarantee of independent college,explore the new path of independent college running,and seek the balance among various stakeholders.
