| With the deepening of socialization of university logistics,the problem in front of university logistics department is how to control the cost and improve the gross profit rate of canteen under the premise of ensuring food safety.Therefore,joint procurement by universities(hereinafter referred to as "joint procurement by universities")has become the choice of most universities at present.Through college-joint purchasing,a considerable purchasing volume can be formed,and the bargaining power of the purchasing party can be improved and the cost can be reduced.At the beginning of this century,under the guidance of the Provincial Department of Education,the Joint Purchasing Center of Logistics Materials for Universities in Province A(hereinafter referred to as "College-Joint Purchasing Center in Province A" or "Joint Purchasing Center")was established in Province A in response to the market demand.At present,the Center is a bidding and procurement management organization serving 25 member colleges and universities in H city,the capital of province A.It is responsible for the procurement and bidding of 12 major items of canteen materials of member colleges.As the scale of procurement and bidding expands and the number of universities served increases,the problems of low informationization level,long workflow and many repetitive links in its operation process are getting more and more attention.How to optimize the existing business process,improve management and enhance efficiency through information technology is an urgent problem to be solved in the college-joint procurement center in A province.In this thesis,I take the business process of the college-joint procurement center in province A as the research object,and use literature research method,case study method,and survey research method to study.Firstly,from the perspective of theoretical research,we organize and review the domestic and foreign literature on procurement management optimization,university procurement informatization,procurement digitalization,etc.,define the important concepts involved in this thesis,and introduce the theory of economy of scale,process optimization theory and three-tier architecture theory to provide the theoretical basis for the subsequent analysis;then,we introduce the development history,organizational structure,and Then,the development history,organizational structure and procurement scale of the college-joint procurement center in province A were introduced.From the current operation mode,the main business process of the college-joint procurement center in province A is divided into bidding and procurement stage and daily work stage,and the business process of the two stages is analyzed in depth by ASME analysis method,and the problems of long process time and many non-valueadded activities are summarized.Then,according to the basic principle of three-layer structure of the system,we initially built the informationization platform applicable to the college-joint procurement center of provincial A,realized the online management of bidding and procurement and daily work of the college-joint procurement center inprovince A,and processed the business process of the college-joint procurement center inprovince A with ESIA analysis to eliminate(Eliminate),simplify(Simply),integrate(Integrate)and automate(Automate),and realized the optimization of business process with obvious effect,among which The result is obvious,including 58% reduction of time in the bidding and procurement stage and 25% reduction of time in the daily work stage,which has greatly improved the efficiency.After that,this thesis proposes specific measures to ensure the implementation of the system.Finally,the thesis concludes with summary and prospect. |
