| Statistics plays an important role in the overall economic and social development,is an important comprehensive basic work for economic and social development,and is an important basis for the government’s macro-control.Therefore,we must prevent data fraud and fraud,and ensure that statistical data are true,accurate,timely and complete.Insist on seeking truth from facts,ensure the authenticity and credibility of statistical data,and provide scientific basis support for major national decisions and deployments.The role of statistical information has become very obvious,even as an important strategic resource of the country,and the role of government statistics in the process of social and economic development has become increasingly important.However,there are still huge pressures and challenges in the management of government statistics in China.Statistical data have been questioned many times,and the credibility of government statistics needs to be improved urgently.At present,many scholars and government statistics professionals at home and abroad have conducted a lot of in-depth research on the problems of government statistics management from many aspects,and many research results are to the point,but the research is generally scattered.On the whole,the breadth and depth of this research are limited.This paper combines the actual situation of the management of government statistics institutions in China,through consulting the historical changes and development of the management of government statistics institutions in China,taking the statistics institutions in T City of Guizhou Province as an example,and using the new public management theory,public organization theory and service-oriented government theory,to find out the problems in the management of government statistics institutions.The problems found include: government statistics cannot match the current new situation,government agencies are difficult to ensure the objectivity and independence of data,multiple statistics lead to excessive statistics,uncoordinated statistical costs and benefits,uncoordinated supply and demand of statistical information,weak statistical legal awareness of statisticians and respondents,and weak statistical institutions.The reasons for the above problems were analyzed in a relatively deep way,and the causes were analyzed,such as the lag in the construction of statistical institutions,the vague definition of the functions and powers of statistical institutions,the lack of communication and coordination mechanisms between various institutions,the unclear function positioning,the failure to effectively play the statistical supervision function,and the unreasonable resource allocation in the vertical structure.For the management of statistical institutions of the government of T City,we should deepen the reform of statistical management system,explore vertical management below the county level,further optimize the division of labor between bureaus and teams,improve statistical laws and regulations,strengthen statistical publicity,improve statistical disciplinary mechanisms,implement data quality traceability and accountability,improve the level of information network security management and the level of government statistical institutions,strengthen the construction of big data applications,and build high-quality grassroots forces,To improve the quality of grassroots statisticians and try to purchase statistical services from social organizations,some reasonable suggestions are put forward. |
