China is at a critical juncture in the process of striving from a large country of graduate education to a strong country of graduate education quality.As the first responsible person for graduate education,the internal quality assurance of the training unit is crucial.However,the frequent occurrence of graduate education problems reflects the current existence of many problems in internal quality assurance,which has encountered “obstacles” in quality assurance.Therefore,it is urgent to comprehensively reveal such obstacles,establish a warning system and resolution mechanism for quality assurance obstacles,and smooth the internal quality assurance of graduate education,in order to make quality assurance more effective.The research comprehensively adopts the methods of investigation,Content analysis,expert consultation and case study to explore the above issues.First,the study used the Content analysis method to examine the system text of the current internal quality assurance of graduate education,and used the questionnaire survey method to investigate its implementation status.Both of them jointly revealed that the current internal quality assurance of graduate education has obstacles.Secondly,at the theoretical level,elaborate on the internal quality assurance obstruction of graduate education,clarify its meaning,types,causes,characteristics,and hazards.Once again,using the expert consultation method,a warning and identification index system for internal quality assurance obstruction in graduate education has been constructed.Finally,taking into account various factors,J School was selected as a case study for analysis,and on this basis,a mechanism for resolving quality assurance obstacles was explored.Research has found that there are still various problems in the internal quality assurance of graduate education,and the emergence of these problems reflects the existence of quality assurance obstacles.Although there are different manifestations of internal quality assurance obstruction in graduate education in reality,it can be roughly divided into three types: functional obstruction,connecting obstruction,and informational obstruction,and has characteristics of universality,extension,and complexity.Once it occurs,it will affect the effectiveness of quality assurance work,restrict the development of graduate education in universities,and even hinder the promotion of high-quality talent cultivation.A warning and identification indicator system for internal quality assurance obstruction in graduate education has been studied and constructed,including 3 first level indicators,12 second level indicators,and 40 third level indicators.A warning system for internal quality assurance obstruction in graduate education has been constructed from three aspects: the main body,operating system,and guarantee system.Based on the case study of J School,the study clarified the overall vision for resolving the internal quality assurance obstacles in graduate education,and proposed that the value orientation should be guided by the general requirements for establishing morality and cultivating talents in the new era of graduate education.In the resolution plan,the coordination of objectives,content,and measures should be sought.During the implementation of the plan,it is necessary to ensure that the plan is implemented and efficiently operated.In the evaluation of the plan,a “combination fist”should be used to seek solutions and improvements.To resolve the internal quality assurance obstruction in graduate education,it is necessary to reconstruct a series of mechanisms such as decision-making mechanism,execution mechanism,feedback mechanism,and guarantee mechanism.In the decision-making mechanism,it is required to establish a rapid response mechanism,a demand expression mechanism,and a compliance governance mechanism;In the implementation mechanism,it is required to establish a sound and reasonable coordination mechanism,a long-term mechanism for restricting rights,and a clear accountability mechanism with clear standards;In the feedback mechanism,it is required to establish an efficient information feedback mechanism and a normalized tracking mechanism;In the guarantee mechanism,it is proposed to improve the system guarantee,strengthen the material foundation guarantee,strengthen the human resources guarantee,and improve the supervision and management system. |
