It is an important part of enriching and improving the system and working system of direct democracy at the grassroots level,as well as an important embodiment of the whole process of people’s democracy,to improve the self-governance level of public sports service in urban communities and enhance the ability and awareness of self-management,self-service,self-education and self-supervision of urban community residents.Among them,"urban community public sports service autonomy",as a part of grassroots mass autonomy,is an important part of social governance.In the past,the government took over the public sports services,which often resulted in the problems of unbalance between supply and demand,low supply efficiency and poor service quality.However,the autonomy of community public sports services is a fair,efficient and high-quality supply way.This paper uses the method of literature,field investigation,interview and logical analysis.Through literature and field investigation,it is concluded that there are three self-governing mechanisms of community public sports service:(1)direct self-governing mechanism of community neighborhood committee;(2)Autonomous mechanism of community sports autonomous organization;(3)Autonomous mechanism of community sports volunteers.Through field investigation and interview,the situation of urban community public sports service autonomy in Changchun city was understood,the current situation of autonomy was analyzed,the theoretical framework of urban community public sports service autonomy mechanism was constructed,the realistic predicament of urban community public sports service autonomy in Changchun city was found,and the corresponding suggestions were put forward.Optimize the practice path of urban community public sports service autonomy.After sorting out the difficulties encountered by different autonomous mechanisms of community neighborhood committees,community sports autonomous organizations and community sports volunteers,it is found that there is no relevant laws,regulations or policies in the process of urban community public sports service autonomy.The community residents in Changchun lack of self-governance awareness,community neighborhood committees,community sports autonomous organizations,community sports volunteers and other urban community public sports service autonomy ability is weak;The urban community public sports service autonomy system is not perfect,can not coordinate the relevant forces to form a joint force,the urban community public sports service autonomy needs the material and human resources are very short;In addition,there is a lack of corresponding evaluation,supervision and incentive system.Finally,in view of the above problems,the following practical paths are proposed: 1)Leading Party construction: highlighting the leading role of community party organizations;2)De-administration: highlighting the leading role of the autonomy of community neighborhood committees;3)Fine management: arrange professional personnel and develop special funds;4)Cultivating community sports autonomous organizations: granting legal status and providing development support;5)Construct community sports volunteer service system: recruit extensively and cultivate carefully;6)Establish an evaluation and supervision system:community residents’ satisfaction is an important standard. |
