| The fourth plenary session of the 18 th Central Committee of the Communist Party of China(CPC),with the theme of comprehensively promoting the rule of law,outlined a grand blueprint for the construction of a country ruled by law.Focusing on the field of education is manifested in managing schools according to law.In today’s society,the incessant “school disturbance” incidents have become a major obstacle on the road to managing schools according to law.As a part of basic education,kindergartens are aimed at young children who are not yet mature physically and mentally,and are more vulnerable to external harm.“The Opinions on Improving the Safety Accident Handling Mechanism and Maintaining the Order of School Education and Teaching” issued by the Ministry of Education and other five departments mentioned that there may also be “school disturbance” in kindergartens,which not only affect the normal teaching order of kindergartens,but also bring a series of negative impacts.Therefore,“school disturbance” in kindergartens has become a topic that must be considered at present.This study takes preschool teachers and parents across the country as the research object,using a combination of quantitative and qualitative methods to investigate the current situation of “school disturbance” in kindergartens.The study found that the current situation of “school disturbance” in kindergartens is generally characterized by differences in trust in home relationships,the need to improve awareness of legal literacy,low satisfaction with dispute resolution,and poor involvement of public opinion and media.Further analysis shows that the generative mechanism of “school disturbance” in kindergartens includes insufficient trust in their homes,lack of legal literacy,improper handling of disputes,and negative public opinion and news stimulation.Based on the analysis of the generative mechanism of “school disturbance” in kindergartens,this study proposes the following governance recommendations: to break through the dilemma of home trust and promote two-way trust through improving safety management,strict teacher thresholds,effective home cooperation,and positive media reporting;Improve legal literacy by becoming familiar with legal provisions,strengthening institutional construction,improving relevant legislation,popularizing legal knowledge,and improving judicial efficiency and law enforcement level;Improve dispute resolution satisfaction by improving accident resolution plans,improving accident resolution processes,and providing necessary government support;Improve the effect of public opinion involvement by actively and timely speaking out,improving media literacy,strengthening network management,and strengthening responsibility awareness. |
