The report to the 19th National Congress of the Communist Party of China proposed that "building a strong education country is a basic project for the great rejuvenation of the Chinese nation".With the continuous increase of educational investment,China’s education has gradually changed from the extension development of scale to the connotative development of "focusing on improving quality and efficiency".Therefore,the country has attached great importance to the deployment and improvement of the "double first-class" construction and the talent training system.At the same time,it also puts forward the important content of building a "strong country",and takes the construction of "double first-class" as the priority education cause.Universities play an important role in academic research and scientific and technological innovation,and improving the research performance of "double first-class" universities has a certain demonstration,guiding and guiding role for other universities.This paper is based on logical models,From the latest list of "double first-class" universities,we selected 82 universities as the research objects,And to determine the "double first-class" education performance index system;then,Using the three-stage DEA model,Analyze the educational input and output results of 82 "double first-class" universities before and after eliminating environmental factors and random interference;on this basis,Construct a panel regression model to deeply explore the factors affecting the education performance of the "double first-class" universities,This paper concludes the relevant relationship between the education performance of the "double first-class" universities in China and the government’s financial support,human capital investment,the economic development level of the universities’ region,talent reserve and other factors;Finally,based on the performance results of the "double first-class" universities and the main factors affecting the education performance,Put forward policy suggestions to improve the quality of "double first-class" education.The results show that the average of 2018-2020 and scale efficiency of 82 "double first-class" universities are 0.819,0.87 and 0.942 respectively,which are at a high level.On the whole,the educational performance of the "double first-class" universities in China is very good,which can make relatively full and reasonable use of educational resources.However,the overall scale efficiency is higher than the pure technical efficiency;after excluding environmental factors and random interference,the average comprehensive efficiency,pure technical efficiency and scale efficiency of all universities are 0.855,0.892 and 0.960 respectively.Compared with the first stage,the comprehensive efficiency increased by 3.6%,the pure technical efficiency by 2.2%,and the scale efficiency by 1.8%.In the end,the proportion of local financial allocation,the central financial allocation and the proportion of senior full-time teachers showed a negative correlation with the education performance of the "double first-class" universities,and the number attending the education performance of the "double first-class" universities.Therefore,it is the key to enhance the education performance of "double first-class" universities to rationally allocate funds,human resources and other resources,cooperate with the characteristics of first-class majors and disciplines,and cultivate professional talents.At the same time,the national education authorities and the local education departments should improve the education system and promote the reasonable and effective allocation of educational resources in colleges and universities.According to the research results,corresponding countermeasures are put forward: to improve education performance,universities need to take reasonable allocation of funds,human resources,pay attention to the training of professional talents in colleges and universities,strengthen the construction of teachers,and standard similar first-class universities at home and abroad...
