The guarantee of high-quality development in our country lies in top-notch innovative talents,and the core of the early training of top-notch innovative talents is to develop the scientific literacy of elementary school students.Science quality is not only an important part of elementary school students’ scientific literacy,but also one of the important indicators to measure the development level of elementary school students’ scientific literacy.Therefore,it is of great significance to construct a set of elementary school scientific quality evaluation index system based on the cultivation of top-notch innovative talents.This set of evaluation index system includes two parts,one is to construct evaluation index;The second is to develop evaluation tools.Based on this understanding,the two core problems that this study tries to solve are as follows:(1)How to construct an evaluation index of primary school students’ scientific quality based on the cultivation of top-notch innovative talents?(2)How to develop a scientific quality evaluation tool for primary school students based on the cultivation of top-notch innovative talents?First of all,through in-depth and detailed analysis of relevant literature on topnotch innovative talents and scientific quality,this study preliminarily constructed an evaluation index of primary school students’ scientific quality based on the cultivation of top-notch innovative talents.Secondly,through three rounds of Delphi questionnaire survey,combined with the opinions of experts to select and modify the evaluation indicators,and finally construct the primary school students’ scientific quality evaluation index based on the cultivation of top-notch innovative talents.The evaluation indicators finally established include 5 first-level indicators and 15 secondlevel indicators.The five primary indicators are scientific interest(A),scientific motivation(B),scientific attitude(C),scientific spirit(D)and scientific ethics(E).The15 second-level indicators are perceived interest(A1),operational interest(A2),exploration interest(A3),and creative interest(A4).Cognitive motivation(B1),attitude towards nature,scientific products and scientific knowledge(C1),attitude towards scientific learning(C2);The spirit of unswervingly seeking truth(D1),the pragmatic spirit of respecting facts(D2),the rational spirit of independent thinking(D3),the pioneering spirit of innovation(D4),the spirit of solidarity and cooperation(D5),and the spirit of dedication to the benefit of mankind(D6);The moral understanding of scientific research(E1),the moral understanding of the relationship between science and technology and nature,man and society(E2).According to the above evaluation indexes of primary school students’ scientific quality based on the cultivation of top-notch innovative talents,this research develops a primary school students’ scientific quality evaluation tool based on the cultivation of top-notch innovative talents.The evaluation tool adopts meaningful measurement methods and contains 11 subjective questions corresponding to 15 secondary indexes of the evaluation index.To verify the effectiveness of the tool,validity and reliability tests were carried out.In terms of validity,content validity and structure validity were tested,and the results showed that both I-CVI and S-CVI were greater than 0.83 in content validity.In terms of structural validity,after a semester of teaching intervention,the pre-test and post-test results of students in the experimental group showed significant difference,while the pre-test and post-test results of students in the control group showed no significant difference,indicating that the tool had good validity.The rater consistency and intra-group correlation coefficient(ICC)tests were performed on the reliability.The results showed that the rater consistency of each index was greater than 80%,and the intra-group correlation coefficient was above 0.8,indicating that the reliability of the tool was good.Therefore,the evaluation tool is effective.
