The development of provincial higher education in China has always had a very important position in the education business.As China’s higher education has entered the process of universalization,the country has put forward higher requirements for the development of provincial higher education.What indicators should be used to evaluate the development level of provincial higher education in China? What is the current situation of provincial higher education development level? Based on this,this study explores and analyzes the current development status of provincial higher education in China by debugging and optimizing the previous evaluation index system.Firstly,by analyzing the current situation and trend of research related to the evaluation of higher education development level at home and abroad,in order to establish the research objectives and design the research framework with the relevant theories.Secondly,the appropriate evaluation index system is selected for debugging and optimization,the structural equation model of the evaluation index system is constructed,and the validation analysis of the model is conducted by using SPSS and Smart PLS.The main focus is on the content of the index system and the problems that appear in the validation analysis results for the specific evaluation index correction,until the index system through the validation,and finally complete the debugging of the evaluation index system.Again,the entropy weighting method is used to calculate the weight coefficients of each index,and the linear weighting method is used to calculate the higher education development level score of each province in China in 2020,and then the overall development of China’s provincial higher education and the development of each dimension are analyzed.Meanwhile,the provinces are divided into eastern,central and western regions for the comparison of development levels in order to explore their spatial distribution characteristics.The coupled coordination degree model is used to calculate the coupled coordination degree index of China’s provincial higher education development and economic development level,and to explore the coordinated development between the two systems by combining the rank difference of provincial higher education and economic development scores.Finally,the conclusions of this study are summarized and the corresponding development suggestions are put forward,and the prospect of future research is carried out to address the shortcomings of the study.The main findings include: first,an evaluation system containing 7 dimensions and 20 indicators was debugged and established.Secondly,among the dimensions of the index system,social service has the highest importance and the importance of education scale is relatively weak,and there is an urgent need to shift the evaluation of provincial higher education development level to the dimensions and indicators that better reflect the quality of education.Third,the development level of higher education in China’s provincial areas.The imbalance is prominent;the overall development has progressed but is still at a low level;provinces can be divided into four types according to different higher education development characteristics.Fourthly,the spatial distribution of the provincial higher education development level in China.The spatial distribution is unbalanced;the gap of higher education development level among provinces within the western region is the largest;it has the initial characteristics of regional agglomeration.The fifth is the coordination situation between the level of higher education development in China’s provincial areas and the level of economic development.It can be divided into six categories of coordinated development status,roughly showing the trend of decreasing from the eastern region to the western region.
