The report of the 20 th National Congress of the Communist Party of China emphasized that "high-quality development is the primary task of building a modern socialist country in an all-round way",and the modernization of educational examinations,including university examination culture,is an important part of China’s modernization.Due to the "release of water" in university examinations,to a certain extent,it has led to the decline of examination quality and education quality,which is very detrimental to the high-quality construction of higher education and the development of university examination culture.High-quality development has become the fundamental requirement and value orientation of the work of the Party and the state in the current and future period,in view of this,this study selects university examination culture as the research object to explore the modern transformation of university examination culture in the context of high-quality development of education,which has extremely important significance and value of the times.At present,there are few academic studies on the modern transformation of university examination culture,and the innovation of this study lies in the concept of university examination culture and the construction of an extended model of university examination culture.University examination culture refers to a special and conventional ideological values and related externalized examination products formed around examination activities in universities,which includes not only the knowledge and understanding of the examination itself,but also people’s attitude towards the examination and the various forms of activities,management rules and other materialized things arising therefrom.The author divides the university examination culture into two layers,namely,the examination concept culture of the core inner layer and the examination material culture of the outer circle,the examination system culture,the examination knowledge technology culture,and the examination behavior culture.This study analyzes the historical tradition of university examination concept and culture being fair and equitable,promoting learning through examinations,and passing through examinations from the historical perspective.Material culture has a historical tradition of focusing on science,practical rigor,and simple display;The institutional culture has a historical tradition of attaching equal importance to both ability and integrity,scientific rigor,and worshipism;Knowledge technology culture has a historical tradition of learning from the West and the East,emphasizing skills and lagging measurement;The behavioral culture has a historical tradition of honesty,openness and transparency,and endless fraud.From the dimension of reality,the actual representation of university examination culture is investigated,and it is found that the concept of examination is implemented to promote learning but manifested as scoreseeking,the examination material state has guiding value but the role of scientific service is weak,the examination system is clear and clear but the education is relatively weak,the construction of examination knowledge and technology is rapid but the measurement and evaluation are insufficient,and the examination behavior requirements are open and transparent but the fairness is relaxed.Based on the historical characteristics and requirements of the times,the author proposes that the modern transformation of university examination culture points to the development of wisdom and highlights quality.Cultivate people with virtue and be people-oriented;Selecting and nurturing talents,guiding teaching;Fair and impartial,scientific rigor.Based on the needs of high-quality development required by national policies,the university examination culture has the value of the times to promote the high-quality development of education,promote the modernization of educational examinations,and serve the construction of a strong country with talents.On this basis,this paper proposes that there are four feasible paths for the modern transformation of university examination culture: at the conceptual level,it is necessary to focus on the selection and cultivation of talents by promoting learning through examinations;At the physical level,it is necessary to establish well-serviced examination facilities;At the institutional level,it is necessary to improve the examination system for the quality of education;At the level of knowledge and technology,it is necessary to accelerate the construction of examination and testing technology;At the behavioral level,it is necessary to create a fair and honest examination environment.Whether the university examination culture can truly achieve modern transformation requires corresponding guarantee conditions,that is,the examination system guarantees the transformation and innovation of the examination,the examination technology guarantees the green and fair examination,the examination concept guarantees the direction of the examination,and the discipline talent guarantee The vigorous development of the examination.
