As an important policy implemented by the Ministry of Education,smart campus is intended to provide teachers and students with more convenient educational public goods and public services by encouraging public universities to complete the construction of smart campus as soon as possible.Chinese colleges and universities mainly based on double first-class construction universities have started intelligent transformation based on unique advantages of smart campus in improving information literacy and office efficiency of faculties and students.Due to the lack of high-end information technology and the lack of technical talents in domestic colleges and universities,they cannot provide corresponding technical support to build a convenient information system in line with the information age,which will undoubtedly add many burdens to the internal organization of colleges and universities,and will also lead to the dissatisfaction of users such as teachers and students.Therefore,colleges and universities usually choose to seek cooperation with high-tech enterprises in the market to make up for the lack of technology.However,in practice,on the one hand,as an extension of the administrative department of education,the university organization receives the leadership of the Ministry of Education and the Department of Education,and provides more convenient public services for teachers and students with the support of the government ’s public financial allocation,so colleges and universities are subject to the influence of the result-oriented thinking of the bureaucratic organization,and the construction of smart campuses in cooperation with enterprises often falls into the dilemma of " ignoring the process ".In order to realize the construction of smart campuses faster,colleges and universities directly apply the construction framework of other colleges and universities,while ignoring the actual situation of the school,resulting in a waste of resources.On the other hand,the vision of universities to break the information barriers between departments with the help of external forces inevitably conflicts with the priority demands of enterprises to pursue profits.It can be seen that the organizational conflict and " ignoring the process " caused by the differences in the legitimacy needs of two organizations of different nature have become an urgent problem to be solved in practice.Reviewing the literature,it is found that the existing research focuses on macro-level discussions such as what kind of technology is more suitable for the construction of smart campus,information asymmetry between internal business departments of colleges and universities,top-level design and evaluation index setting,and lacks organizational level attention such as cooperative enterprises as research objects and micro-perspective attention such as organizational communication decision-making process.At the same time,the lack of systematic perspective can easily lead to the attention of existing research on a single link,and the phenomenon of " partial generalization " appears.Through the ’ process-event ’ analysis method,this paper analyzes the details of the cooperation process between universities and enterprises from the micro perspective of process.Based on the loose coupling theory,this paper identifies the new loose coupling system formed by universities and enterprises in the process of smart campus construction.At the same time,it introduces the attention distribution theory to further determine the cooperation mechanism between the two,constructs the analysis framework of ’ organization subject-attention-cooperation mechanism-coupling system’.In the practice of smart campus construction,based on the relationship between the two organizations of universities and enterprises,this paper clarifies the goal orientation,supply and demand relationship,and coordination and integration cooperation mechanism of cooperation between the two sides.Combined with the analysis framework of this paper,a reference style to solve the problem of school-enterprise cooperation and optimize school-enterprise cooperation is deduced,and the ’ loose relationship ’ and ’ close relationship ’ school-enterprise cooperation modes are further identified,explores more effective school-enterprise cooperation mode,helps the construction of smart campus,and provides inspiration and reference for optimizing the construction path of smart campus in colleges and universities. |
