Since the 21 st century,with the rapid development of the substantial economy,there is an urgent need for skilled talents,and “vocational skill training”has become a hot topic that has been widely concerned.The national and local governments have issued a number of policy documents to promote the rapid development of vocational skills training by expanding the training directory and increasing subsidies.But in the process of policy formulation and implementation,how about the specific implementation of the policy? How effective is the implementation? How about the input and use of subsidies? And how to adjust the policy in the future? These are the problems that need to be solved at present.This article takes vocational skill training as the research object,and carries out systematic analysis and research on its policy performance evaluation.The main research contents are as follows: First of all,according to the relevant policy documents of vocational skills training and its own implementation,analyze the basis for selecting the performance evaluation indicators of vocational skills training policy,initially screen out the evaluation indicators,and then establish a set of scientific,comprehensive,feasible,and dynamic multi-level evaluation index system to accurately reflect the performance of vocational skills training policy.Secondly,the projection pursuit model and genetic algorithm are introduced to analyze their characteristics and selection basis.The projection pursuit model is used to reduce the dimension of the higher-order data in the index system,and the genetic algorithm is used to set constraints on the projection function in the projection pursuit model.After the function is optimized,the performance evaluation model of vocational skills training policy is constructed.Finally,take Shanxi Province as an example,collect data by querying the relevant websites of local governments and using questionnaires,and put the data into the built model to evaluate the performance of vocational skills training policies in Shanxi Province.After the longitudinal analysis,compare and analyze it with other provinces horizontally,accurately find out the problems in the process of policy formulation and implementation,and put forward countermeasures and suggestions to improve the performance of vocational skills training policies.The research results of this article mainly have the following two aspects: For the government,it can enable the government to accurately understand the current situation and problems of vocational skills training,provide decision-making reference basis for the subsequent improvement and supplement of the policy,so as to further optimize the vocational skills training policy,so as to strengthen the construction of talent team and achieve high-quality development of talent team;For training institutions,it can enable them to accurately understand the trend of policy formulation,change according to the time,and provide corresponding reference basis for their future reform. |
