Human resource is a core scarce resource,which is the most critical and active factor to promote social and economic development.In the era of knowledge economy,human resource elements are the core elements and central links running through the regional innovation system.Economic development has been transformed from the "industry-university-research" driving mode dominated by enterprises to the "study-research-production" driving mode characterized by original innovation.More attention has been paid to the optimization of human resources allocation of private bilingual school teachers.In this paper,through literature review,participant observation and case analysis in the form of H bilingual schools run by the local teachers’ research,the present situation and problems of human resource configuration according to the status quo of teachers human resources configuration concluded its existing problems,and to organize its problems,then,according to the analysis and tease out the causes behind the teachers’ human resource allocation problems,According to the logic of the basic theory of human resource allocation,this paper puts forward the optimization countermeasures of the teacher human resource allocation problems faced by H private bilingual school.This paper mainly analyzes that in the process of rapid development of H Bilingual school in Xiamen,the allocation of teachers’ human resources is faced with some problems,such as unreasonable organizational structure of teaching group,The coexistence of redundant and absent staff,personal ability and post ability mismatch.By analyzing the causes behind the problems,and then summarizes some about H bilingual schools run by the local teachers of human resource configuration optimization countermeasures and Suggestions,for H bilingual schools run by the local teachers human resources optimization configuration provide reference,improve teachers’ human resource allocation more reasonable and effective,promote H run by the local people more healthy and rapid development of the bilingual school.
