In recent years,the Ministry of Education(MOE)has issued a notice entitled "Highlights of Education Informatization and Network Security Work",which emphasizes the need to accelerate the development of information literacy evaluation standards for primary and secondary school teachers and to vigorously enhance the information literacy of primary and secondary school teachers.As an important part of information literacy,network security literacy has become increasingly important today with the frequent occurrence of cybersecurity incidents.More and more experts and scholars have begun to focus on research related to teachers’ network security literacy,but less attention has been paid to the evaluation of primary and secondary school teachers’ network security literacy.In order to improve primary and secondary school teachers’ network security literacy more precisely,it is necessary to construct a network security literacy evaluation index system in line with the characteristics of the times and the characteristics of primary and secondary school teachers.The article carries out research on the construction of an evaluation index system for primary and secondary school teachers’ network security literacy through five sections.The first part firstly introduces the background of the study in terms of times and policies,then clarifies the purpose of the study and elaborates the significance of the study,then describes the contents included in the study and the corresponding research methods used,then focuses on the status of the study on the evaluation index system of primary and secondary school teachers’ network security literacy,and finally presents the research questions based on the previous ones.The second part defines the concepts of network security,network security literacy,and teacher evaluation index system,and analyzes and discusses the two theoretical foundations applied in this study: Fuzzy evaluation theory and teacher professional development theory.The third part,the main body of this study,details the construction process of the evaluation index system of primary and secondary school teachers’ network security literacy.Firstly,the principles of the evaluation index system construction are explained: scientific,operability and objectivity;then the source basis and meaning of indicators at all levels are specified;then two rounds of opinions are solicited from experts through Delphi to determine the structure of evaluation indexes;then item analysis,correlation analysis and reliability analysis are conducted on the index system by SPSS and AMOS to enhance its reasonableness and rigor;finally,then After the AHP,the weight of indicators was determined by YNAAP,and finally a complete evaluation index system of primary and secondary school teachers’ network security literacy was obtained.The fourth part is firstly to try out the constructed evaluation index system of primary and secondary school teachers’ network security literacy.The evaluation index system was converted into a corresponding evaluation questionnaire,four teachers from one primary school and one junior high school were given a score to assess their network security literacy.The operability and validity of the evaluation index system was analyzed by comparing the scores and rankings of the grade leader’s evaluation,teachers’ mutual evaluation and teachers’ selfevaluation.It then explains the purpose,scope of application,evaluation subjects and evaluation methods of the indicator system in the context of the practical trial.The fifth part summarizes the conclusions,shortcomings and outlook of the study.The article constructs an evaluation index system for primary and secondary school teachers’ network security literacy,which contains four primary indicators,including network security awareness(0.43),network security knowledge and skills(0.26),network security ethics and law(0.18),and teachers’ network security professional development(0.13),six secondary indicators,including awareness level(0.22),self-awareness level(0.21),basic knowledge(0.14),basic skills(0.12),compliance with the law(0.13)and normative ethics(0.05)and 38 specific evaluation indicators.. |
