In recent years,with the implementation of the innovation driven development strategy in China,new formats represented by platform economy and sharing economy have developed rapidly,while creating a large number of job opportunities and a significant increase in the number of employees in various new formats.While expanding employment channels,internet catering platforms have also created a large number of new job opportunities,including delivery riders.Different from the past,under the background of"Internet plus",the takeaway rider occupation has the characteristics of diversified employment forms,flexible and diversified work forms,high autonomy of employment subjects,and large mobility.Due to the fact that the work injury insurance system is based on stable labor relations as the basis for participating in insurance,the flexible diversity of employment forms for delivery riders does not match the existing work injury insurance system.Therefore,the issue of occupational injury protection for employees in new formats such as delivery riders has attracted widespread attention both domestically and internationally.This article applies Marxist social security theory,collaborative governance theory,and labor market segmentation theory to study the issue of occupational injury protection for delivery riders in Linyi City.This study used a combination of questionnaire survey and semi-structured interviews to investigate and interview over 200 delivery riders,1 delivery station owner,and some government departments in Linyi City,in order to understand the basic situation of occupational injury protection for delivery riders at present.The author analyzed and elaborated on the current situation of occupational injury protection for delivery riders in Linyi City from the perspectives of the main body,methods,and processes of occupational injury protection for delivery riders.Through analysis and research on the current situation,identify the problems in the occupational injury protection of delivery riders in Linyi City,mainly including low participation rate of work-related injury insurance,high difficulty in identifying work-related injuries,platform enterprises being slow to pay premiums,and poor compensation effect of accidental injury insurance.On this basis,the reasons for the above problems are analyzed,mainly including the unfavorable employment of delivery riders for work-related injury insurance coverage,lagging work-related injury recognition process standards,insufficient platform enterprise responsibility supervision,and insufficient support for cost reduction policies.In response to these reasons,this article proposes measures to improve the occupational injury protection measures for delivery riders,establish standards for the identification of work-related injuries in the delivery industry,strengthen supervision and compaction of platform corporate responsibilities,and strengthen support for preferential policies in the delivery industry.It is hoped that this study will provide ideas for exploring the division of powers and responsibilities behind the issue of occupational injury protection for takeaway riders,the design of core elements and the exploration of suitable ways of occupational injury protection for this group.At the same time,it will provide reference for similar municipalities to solve such problems. |
