With the deepening of brain science and other related research,the value of early childhood education and care activities at the age of 0-3 is generally recognized,and early childhood education and care personnel are an important factor to ensure the high-quality development of activities.Therefore,standardizing the qualifications of early childhood education and care personnel at the age of 0-3 has become an inevitable requirement of the present age.Britain and Australia,as countries with earlier development and higher levels of early education activities in the world today,have established relatively sound early childhood education and care personnel qualification systems.By analyzing the relevant content of the professional qualifications of early education personnel in the two countries,it can provide useful experience for our country to construct a professional qualification system that is in line with its own national conditions.This study mainly adopts the method of literature research and comparative research to systematically analyze and compare the professional qualification systems of 0-3-year-old early childhood education and care personnel in the UK and Australia.The research is mainly divided into four parts.The first chapter and the second chapter systematically sort out the background and history of the development of the professional qualifications of 0-3-year-old early childhood education and care personnel in the UK and Australia,and conduct an in-depth analysis of the professional qualification content system.The study found that there are four characteristics of British professional qualifications:the registration management system to divert personnel teams,the qualification certificate system to divide personnel levels,the concept of integration of education and education as the construction principle,and the vocational training system to ensure the quality of the personnel team;Australian professional qualifications have four characteristics:taking comprehensive policies and regulations as the basis for integration,taking professional qualification certificates as the hierarchical basis,standardizing the concept of nursing care as the construction principle,and taking quality as the basis to support the operation of the qualification system.The third chapter compares and analyzes the professional qualifications of the UK and Australia from the three dimensions of entry requirements,employment norms,and supporting policies.The study found that in the dimension of entry requirements,the types of regulated services in the two countries are different;although there are differences in personnel review and personnel ratio requirements in the two countries,they both attach great importance to them.From the perspective of professional norms,both countries have requirements for children’s safety and health,and personnel qualifications and training;the personnel qualification certificates of the two countries have distinct levels,and the contents of the qualification certificates reflect the concept of integration of childcare and education,but the degree of emphasis on childcare and education is different.All of them take the knowledge and skills related to children’s development as the core,and the British involved personnel’s ability to protect children’s well-being,while the Australian involved personnel’s ability to interact with the environment and culture.From the perspective of supporting policies,the supporting policy systems of the two countries are based on a set of laws and regulations,and both countries use the introduction of policy documents related to children’s development goals as the fundamental means to help personnel internalize professional norms.The fourth chapter analyzes the influencing factors and development trends of the formulation of qualifications in Britain and Australia.Through comparison,it is found that there are three types of influencing factors in the formulation of the qualifications of early childhood education and care personnel in Britain and Australia:politics,society and education.The development trend of professional qualifications in the two countries has experienced a process from germination to deepening from a historical perspective;from a development model perspective,management departments and qualification standards have experienced a process from differentiation to integration.Based on the previous analysis and comparison,our country can try to construct a personnel qualification system in line with national conditions at three levels:improving the management policy design of early childhood education and care personnel;improving the practice standard system for early education and care personnel;promoting the effective connection between pre-employment training and post-employment training.
