Research On Financial Special Fund Management Based On COSO Internal Control Framework

In the face of the increasing demand of the state for colleges and universities,with the increase of special financial funds,the high requirements on fund management are constantly put forward.Colleges and universities are more willing to improve the use and management of special financial funds through internal control.Although the major universities have been aware of this,and gradually began to develop some systems and methods suitable for the University.However,there are still some problems in the management process,such as the process is not detailed enough,the budget project planning is not accurate,the fund utilization and implementation rate is low,the supervision system is not perfect,and the personnel are not professional enough.How to reasonably and effectively maximize the role of this part of the special financial funds puts forward high requirements for the improvement of the internal control of colleges and universities.Colleges and universities want to standardize and improve the current management of special financial funds.Only by constantly increasing research on the management of special financial funds.In the research,we should solve the problems that are easy to occur,so as to improve the use efficiency and improve the system construction.Based on COSO theory,this thesis first describes the basic situation of J University,and then describes the current situation of J University’s financial special fund management in detail from the aspects of budget preparation process,fund use process,fund supervision and government procurement business process.Secondly,based on the five elements of COSO framework,this thesis makes a detailed analysis on the central support for the reform and development of local universities,which accounts for an important proportion of J universities’ special financial funds.Analyze and evaluate the fund in each process link.Through the way of expert investigation,the fuzzy comprehensive evaluation method is used to make a quantitative analysis of the five elements.It is found that the lowest score factor of J university is risk assessment.This thesis analyzes this element and finds the problems of this fund in the management of this element.And put forward some suggestions and methods to improve the elements of risk assessment.
