| Children are the hope of the country’s future and should be protected by society and the country.In recent years,children’s rights violations have occurred frequently,prompting the state and society to take measures to protect the legitimate rights and interests of children in distress.The “Opinions on Strengthening the Protection of Children in Difficulties” issued in 2016 proposed the establishment of a part-time or full-time child director.The establishment of the child director realized the delivery of child protection and welfare service delivery resources to the grassroots level,and also better promoted grassroots child welfare services.Construction of the system.As a professional setting constructed by the state’s administrative power,the director of children shoulders the professional mission of resource linker,education supervisor and emotional supporter in professional practice,and undertakes the “last mile” to effectively get through the delivery of resources for child protection and welfare services in distress.This study is based on the construction of a professional ecosystem for providing protection and welfare services for children in distress,focusing on the practice of child directors’ professional autonomy,exploring the possible factors of the lack of professional autonomy of child directors,in order to clarify the identity and responsibility boundaries of child directors,and improve child directors.The professional and professional development of local social workers,so as to build an effective connection between local social workers and professional social workers,and improve the level of protection and services for children in distress.Through research,it is found that resource linking,policy delivery and service referral are the main practice contents of the child director’s practice of “national parental authority”.In the resource link,the child director is responsible for external connection with social organizations and internal integration of community platform resources.Responsibilities;in policy delivery,the child director provides dynamic management and visiting services for children in distress,assists in providing policy resources and preventive intervention services;in service referral,cooperates with multiple departments to provide welfare services for children in distress.However,due to the ambiguity of multiple identities,the lack of professional construction,and the lack of support networks,children’s directors often adopt a selective practice strategy and transfer some functions to social organizations by weakening their professional jurisdiction,causing the child director to divide the jurisdiction within the community to the pro-teaching director,grid member,women director and other service subjects for children in distress;for the service of children in distress beyond the scope of the child director’s ability,there are often jurisdictional vacancies,but such vacancies It is not equivalent to Abbott’s “vacancy model”.When jurisdictional vacancies appear,there is no jurisdictional competition among the responsible subjects.Children’s directors often use passive services or limited services to avoid jurisdictional competition attack.By clarifying the identity and responsibilities of the child director,strengthening professional ability and improving the institutional guarantee system of the child director,empowering and empowering the child director,and building a difficult child with the government as the main body,the child director as the hub,social organizations as the support,and community members participating The occupational ecology provided by protection and welfare services has embarked on the path of mutual development of the occupational development of the state and child directors. |
