Research On The Specialization Practice Of Official Charitable Institution

With the promulgation of the Charity Law,the philanthropy developed rapidly in China,as plentiful charitable institutions poured in society.In the context of common prosperity,charitable institutions,as the main body of the third distribution,have an enormous development and arduous task.As the most typical type of charity with Chinese characteristics,official charitable institution plays an important role in the process of charity.However,due to its strong administrative color,it shows a declining trend of development.How to promote the transformation of official charitable institution deserves attention.The core issue of transformation is the degree of specialization.This paper focuses on the specialization practice of charities.Based on the New institutionalism theory,the specialization of charitable institutions is considered from the aspects of technical environment and institutional environment,which are the professional practice of pursuing operation efficiency and the professional practice of improving social identity.Among them,improving organizational operation efficiency includes project operation quality and employee quality,while improving institutional social identity includes social mobilization level and organizational management ability.The above four dimensions constitute the analysis framework of the specialization of official charitable institutions.This paper selected two charity associations and made a comparative analysis of their professional practices.The study found that official charitable institutions need to promote transformation through professional construction while retaining their own advantages.To be specific,institutions with full use of market-oriented mechanism and perfect construction of professional personnel will be more efficient in organizational operation;Institutions that attach importance to the cultivation of charity culture and have low level of administrative intervention have higher degree of social recognition.Therefore,this paper proposes that all types of official charitable institutions should take measures to improve the level of specialization.From the five aspects of straightening out the relationship between government and charity,optimizing personnel structure,introducing incentive system,improving organizational transparency and actively cultivating charity culture,we should promote the professional construction of institutions so as to drive the transformation and development of official charitable institutions.
