Research On The Development Dilemma And Countermeasures Of Community Foundations From The Perspective Of Social Capital

On August 17,2021,the 10th meeting of the Central Financial and Economic Commission to study the issue of solidly promoting common prosperity clearly put forward "building a basic institutional arrangement for The First Distribution,The Second Distribution,and The Third Distributions" as the basic institutional guarantee for common prosperity.With the strong support of the Guangzhou Civil Affairs Bureau and the Guangzhou Charity Association,the establishment of community foundations led by social work stations has developed in a spurt-like manner,according to the statistics at the end of 2021,there are 61 service agencies in Guangzhou to undertake 188 social work stations in the city,and 135 community foundations have been established in total,with a total of 6.5382 million yuan raised.However,the rapid development has also brought about the problem of uneven quality,and the annual donation income of individual head community foundations has exceeded200,000,but there are also some foundations that "eat the old capital",resulting in insufficient function of community foundations.This study mainly uses qualitative case studies,through the literature,interviews and observation methods to analyze the various problems and corresponding solutions in the development process of Guangzhou Y Community Foundation through the data collection method of literature,interviews and observations,and analyzes them from the perspective of social capital,on the one hand,it is found that the social capital accumulated by the changes in the social relationship network brought about by the "iteration of intermediaries" has a decisive role in the development of community foundations,and on the other hand,the contradictions and transformations due to the transformation of capital forms.Characteristics such as directivity and mobility will make it difficult for community foundations to operate.At the same time,with the help of the three characteristics of social capital,it proposes to increase the height of social relationship networks,increase the breadth of social relationship networks,and maintain the heterogeneity of social relationship networks,and combines the four characteristics of community foundations as capital form conversion platforms to put forward decision-making suggestions in two dimensions and seven aspects of "external development strategies and internal monitoring systems",such as paying attention to input and output,analyzing donation behavior,paying attention to donors’ evaluation of the use of funds,and paying attention to capital flows.Provide a reference for the development of community foundations.
