| In recent years,our government has been purchasing services from social forces in the form of project system.In the process of operation,there are some problems,such as deviation from the project objectives,service quality not up to standard,etc..Therefore,the third-party evaluation for the purpose of monitoring the operation of the project,testing the effectiveness of the service and improving the professionalism of the service comes into being.However,the third-party evaluation of social work service projects in China is still at the initial stage of development,and it can not really promote the development of social work service in the process of practice.Therefore,the third party evaluation is studied from the perspective of the project service side,so that the third party evaluation can play the function of “Promoting construction by evaluation”.The judicial social work project is a project in which the government purchases social workers to work in the judicial administration.It differs from the General Social Work Service programme in that its professional work is carried out under the direction and authority of the executive branch.Taking the t district judicial social work project as an example,this paper,from the perspective of Pierre Bourdieu’s practical theory and combining with the characteristics of judicial social work,analyzes the process of the Project Service Party’s response evaluation.Collecting first-hand information through participatory observation and follow-up interviews with members of the project service,in-depth analysis of the Action Strategy and action logic of the project service in response to the third-party evaluation during the evaluation process,through the analysis of the causes of the coping strategies,the optimization path is explored.It is found that the project service provider adopts different action strategies to deal with the third-party evaluation in different stages of the evaluation.In the preparation stage,we adopt the strategy of meeting the assessment requirements and embodying the professional services;in the formal assessment stage,we adopt the strategy of highlighting the professional advantages and weakening the administrative color;and in the final stage,we adopt the strategy of regressing the administrative requirements and ignoring the professional factors.The reason for this is that the administrative power in the field of judicial administration tries to change the professional habits of the professional field through the leading evaluation,so as to make it close to the administrative logic.The professional power in the professional field can not compete with it because of the capital disadvantage,we can only change the professional development-oriented goal,adopt various strategies to deal with the pressure of administrative forces in the evaluation,and finally present a result-oriented evaluation strategy.In order to optimize the action of the project service provider in the evaluation,it is necessary to promote the attention and support of the social work specialty.Professional field,promote professional field actors to upgrade and maintain professionalism,join the Trade Association to play an advocacy role.Outside the professional field,promote the acceptance and support of social work by administrative forces in the field of judicial administration,strive for more right to speak in the third-party evaluation,and promote the interaction and integration between the two fields. |
