The Research On The Inter-industry Technology Spillover Effect Of Foreign Direct Investment Based On Human Capital

Since the reform and opening up,foreign direct investment has played a very good role in promoting our country’s economic development.It not only directly promotes economic growth,but also brings indirect technological spillover effects,and has a profound impact on local technological progress and human capital development.Theoretically speaking,expanding the technology spillover effect of foreign direct investment to industries can extend the technology spillover effect of foreign direct investment,can fully drive industrial linkage and can play a catalytic role in the process of industrial transformation and upgrading.By learning from the technological experience of other countries and carrying out technological innovation,our country’s industrial technological progress and economic growth can be promoted,and can further expand the development within a single industry to other industries.The process of technology spillover is inseparable from the human capital that carries new knowledge and new technologies.It is for this reason that this paper will focus on the inter-industry foreign technology spillover effects from the perspective of human capital.High-quality human capital can effectively absorb the technological spillovers brought by foreign direct investment.At the same time,the flow and agglomeration of human capital can transfer this spillover to different industries.Moreover,the reasonable matching of human capital and industrial structure can maximize the spillover effect of foreign technology between industries.With the high-end manufacturing industry gradually occupying the main position of foreign capital inflow,a comprehensive consideration of the role of technology spillovers between foreign direct investment industries from three aspects of human capital can promote the full play of technology spillover effects.This paper firstly sorts out the relevant literature on the role of foreign direct investment technology spillovers and human capital channels in absorbing foreign investment technology spillovers.And on this basis,a theoretical hypothesis is put forward for the role mechanism of human capital in the process of inter-industry foreign technology spillover,in order to discuss how to promote the technological spillover effect of foreign direct investment among industries through the three channels of human capital level,human capital agglomeration and human capital industrial structure matching.Secondly,this paper uses the panel data of 36 industrial sectors in my country from 2000 to 2019,constructing an industry similarity matrix by calculating the direct consumption coefficient and direct distribution coefficient to measure the degree of correlation and technology spillover weight of the industry,and to measure the level of human capital in our country from the perspective of the industry.And based on the endogenous growth theory,an analytical model is constructed to empirically test the theoretical hypothesis.The research results show that: Foreign direct investment has a significant positive technology spillover effect on other industries through the degree of correlation between industries,thereby promoting the level of innovation output of the industry;The level of human capital,the degree of human capital agglomeration,and the degree of human capital-industrial structure matching all have a significant positive effect on the inter-industry technology spillover effect of foreign direct investment;From the perspective of industry segmentation,the forward and backward technology spillover effects of foreign direct investment in high-tech manufacturing industries are the most significant.Finally,based on the empirical results and the actual situation,this paper puts forward relevant policy suggestions from the aspects of strengthening the introduction of foreign direct investment and strengthening the cultivation of talents.
