| The traditional general recruitment examination for doctoral students has exposed the shortcomings of the rigid initial examination system and the re-examination in the selection of high-level talents.In order to change this situation,some universities have started the pilot work of doctoral enrollment reform of "application-assessment" system.Looking forward to exploring an examination system based on scientific research innovation ability as the selection standard.After years of efforts,The Doctoral Admission has been widely used in China,but it has also been questioned.Under the background of comprehensively deepening the reform of postgraduate education,how to select high-quality students and how to improve the effect of "application-examination" institution of Ph D students have become the focus of academic circles and education departments.Based on the stakeholder theory and the policy process theory,combined with the current research on Doctoral Admission both in China and abroad,this paper selects five possible participants who may have an impact on the effect of the "application-assessment" institution for Ph D students and constructs a theoretical model of the "application-examination" collaborative promotion machinery.The five main bodies are graduate school,secondary school,subject organization,Doctoral supervisor and supervisory organization.In order to test the theoretical model,the Ph D students of N University were randomly selected as the survey samples to conduct statistical analysis and empirical test on the survey data.The results show that the subject behavior of graduate school,secondary school,supervisor and supervisory organization can significantly affect the enrollment quality of "application-examination" system,except the discipline organization.That is,in the collaborative promotion machinery of doctoral admission,perfect system design,clear examination indicators,unimpeded information channels,scientific application materials,reasonable proportion of scores,more autonomy of recruitment by tutors,the principle of fairness and justice by tutors,and sound supervision mechanism can significantly improve the quality of students.However,attaching importance to the opinions of expert group and the pertinence of examination content have no significant impact on the quality of students.At the same time,connected with the questionnaire research and interview method,the study found that the main obstacles affecting the collaborative promotion machinery of "application-examination" Ph D students are the imperfect construction of supporting mechanism,the unreasonable design of system content,and the low level of information disclosure.Therefore,this study manages to propose solutions to improve the collaborative selection mechanism of doctoral students from the following areas: first,it’s necessary to refine mechanism of the information opening and supervision,perfect the restriction mechanism and set up the diversion and elimination mechanism;Second,we should clarify the scope of authority of the participants,create a collaborative selection network platform and improve the collaborative selection structure;Third,we should optimize the enrollment evaluation standards,standardize the data review procedures,implement diversified assessment methods and strengthen the legalization of doctoral enrollment. |
