| In 2017,the Ministry of Civil Affairs put forward the "Hand-in-Hand Plan" for the first time,requiring that from 2017 to 2020,one-to-one hand-in-hand efforts should be made to help poor areas cultivate and develop service institutions.With the realization of the goal of getting rid of poverty and the rise of rural revitalization,in2022,the Ministry of Civil Affairs proposed to continue to implement the "Hand-in-Hand Plan" of social work service organizations during the 14 th Five-Year Plan period,so as to give full play to the role of social work professionals in consolidating and expanding the achievements of getting rid of poverty and effectively connecting with rural revitalization,and guide and promote social work professionals to join in rural construction.It can be seen that social work professionals have been playing an important role in the effective connection between participating in poverty alleviation and consolidating and expanding the achievements of poverty alleviation and rural revitalization.The state will also continue to carry out cross-regional supervision services through the Hand-in-Hand Program,and support the development of social work in counties and other areas where the national rural revitalization focuses.In this study,the Shenzhen-Hunan Hand-in-Hand Project was taken as a sample,and the Hunan aid organization supported by Shenzhen was taken as the research object.The unstructured case study in qualitative research was used to conduct in-depth interviews with the supervised persons and supervisors in different regions.It was found that the supervision service had a positive impact on institutions,social workers and operating projects.From the perspective of task-centered,this paper studies the effect of cross-regional supervision.The author designs an index system for the evaluation of supervision effect in three aspects: organization operation and development,talent cultivation and project planning and operation,and studies the good effect,constraints and optimization path of cross-regional supervision.First of all,through an interview and research,this paper studies the general situation and state of social work in M County before it is served by cross-regional supervisors,and finds that there are the following difficulties in the development of local social work: the institutional management system of cross-regional supervisors is not standardized enough,and there is a lack of professional support system;Social workers have low professional level and low self-efficacy;The project operation lacks planning thinking and management skills,and the project results are low.Secondly,from the perspective of task-centered,according to the goal orientation of the task of trans-regional supervision,this paper studies the achievements made by trans-regional supervisors after their service,including three aspects: First,the recipient institutions cultivate and develop in the direction of high-quality institutions,focusing on the improvement of system and the construction of talent support system,which can develop in a more standardized and orderly direction;Second,by giving full play to the administrative function,supporting function and educational function,the supervisor plays a certain role in promoting the professional theoretical level of social workers,improving the overall service attitude and professional skills;Third,with the enhancement of social workers’ planning ability,local project operation management has also achieved good results,such as the gradual increase of newly planned projects,more methods of project operation management and fruitful results.However,it should be noted that there are also some influencing factors on the effect of cross-regional social work supervision: First,the ability composition of the supervision team and the administrative function of supervision restricted by identity are unbalanced;Second,the dependence of social workers on supervisors,the diversity of social workers’ needs,and the mobility of social workers also have some influence;Third,it comes from the comprehensive influence of social and cultural environment factors and imperfect supporting policy guidelines.The author tries to put forward three optimization paths: First,the optimization path of supervision team and supervision mechanism,the establishment of a full-time and part-time supervision team,and the establishment of a double spiral supervision mechanism of "project management+supervision work";Second,optimizing the path of social workers’ growth,enhancing social workers’ sense of professional and professional identity,cultivating social workers’ awareness of "starting with trust and finally growing up",and establishing a perfect talent support system;Third,cross-regional supervision needs,respect and accept local culture,and advocate the improvement of supporting policies and guidelines. |
