On March 1,2021,the Ministry of Education of the People’s Republic of China issued the Rules on School Discipline for Primary and Secondary Schools(Trial)(hereinafter referred to as the "Rules").Although the "Rules" clearly regulates the attributes,scope and specific implementation rules,degrees,measures and requirements of school discipline,high school teachers still face various difficulties in the process of implementing school discipline.The purpose of this study is to analyze the content of the document "Rules" in the educational practice,and propose corresponding countermeasures by investigating the difficulties existing in the implementation of "Rules" by front-line senior high school teachers.In this study,teachers of G high school in Guangdong Province were selected as the research objects to carry out school discipline.Based on the investigation results and in-depth interviews,the dilemma of high school teachers’ implementation of school discipline is dug out and corresponding countermeasures are proposed.In the fourth chapter,the author analyzes the dilemma of high school teachers in implementing school discipline from three aspects.Insufficient legal support: abstract and broad legal authorization,vague special regulations,regulations do not cover some situations.Lack of environmental support: management environment,home-school cooperation education environment,biased social opinions,students disagree.Factors of teachers themselves: There is a gap in the understanding of the relevant laws and regulations of school discipline,and teachers’ problems in the ways and methods of implementing discipline.In the fifth chapter,the corresponding countermeasures are put forward from three aspects: the state,schools and the teachers.The state continues to refine school discipline rules;improve the appeal system;Strengthen oversight of media outreach.Schools build school-based system,achieve disciplinary standards;change the parenting concepts of parents;Strengthen the communication between home and school to obtain the cooperation of parents.Teachers themselves carefully study the laws and regulations to clarify the principles of school discipline;standardize the implementation of discipline and grasp the boundaries of discipline.
