Singapore is a typical hedging country in Southeast Asia.Over the years,Singapore has actively developed political and economic relations with China,but while enhancing cooperative relations with China,Singapore has not abandoned its security cooperation with the United States.Singapore attaches importance to security cooperation with the United States,especially after Obama announced his return to the Asia Pacific in 2010.Singapore actively welcomes the United States to return to the Asia Pacific,boosting the construction of the TPP economically,and deepening military cooperation with the United States militarily,The intensity of hedging in Singapore has been increasing.In 2016,Singapore’s diplomatic strategy shifted from high-intensity hedging to balancing China.The Sino Singapore dispute triggered by Singapore’s stance on the South China Sea issue,coupled with the subsequent outbreak of the armored vehicle incident,brought the Sino Singapore relationship to a bottom.After that,there was a rare diplomatic debate in Singapore,and some people strongly believed that Singapore should clearly cooperate with the United States to check and balance China,making it increasingly difficult to maintain high intensity hedging.Although systemic factors and domestic public opinion have exerted pressure on the government’s diplomatic decision-making,Singapore has not always been balancing China in this regard.Instead,it adjusted its strategy in the second half of 2017,maintaining a high intensity hedging strategy by balancing China.Therefore,this article attempts to analyze the factors behind the correction of Singapore’s hedging strategy based on empirical phenomena.This article believes that Singapore’s ability to adjust its diplomatic strategy is due to the stable ruling position of the Singapore People’s Action Party.The trust and reliance of the people has increased strategic autonomy,making it unnecessary for the People’s Action Party to cater to the domestic people in order to stabilize its ruling position.Instead,it relies on its stable ruling position to make strategic choices after calmly analyzing and controlling the situation,allowing the people to follow the strategic choices of the People’s Action Party.
