As service trade has become a dynamic part of the high-quality development stage,the global value chain of the service industry has attached much attention,and the business environment has gradually become a key area of for China to promote the high-level opening up,this thesis makes use of the basic data of production length of every country,combined with the ease score of doing business in the World Bank’s Doing Business Report and the World Development Indicators Database to construct cross-border panel data.After empirical analysis,the conclusions are following:first,changes in the business environment has a time lag effect on the participation and position index of GVC of the service industry.Second,the business environment has significantly improved the GVC of a country’s service industry.Optimizing the business environment are conducive to the value-added and efficiency of the GVC of the service industry.Third,for developed economies,the business environment has a positive effect on the promotion of position and participation in the GVC of the service industry compared to developing economies.On the basis of these conclusions,this paper suggests that our country needs to deepen the understanding of the importance of improving business environment and learn from advanced experiences of developed regions,strengthen protection of intellectual property rights and fulfill the legal protection system,attach significance to the independent cultivation of talents and enhance driving effect of talent efficiency on service innovation and development to help our country’s service industry more open to the outside and climb to the mid-and-high position of the GVC.
