Research On The Influencing Factors Of Local Government Public Data Opening In China

In recent years,Chinese public data opening has made great progress,and public data opening and management are gradually systematized,standardized and institutionalized.The research on public data opening has become an important research field and hot issue in the academic circle.In the past ten years,a large number of research results have been produced,covering the concept characteristics,content system,evaluation index,implementation effect and many other contents of public data opening.However,up to now,there have been few studies on the conditional configuration of factors influencing public data opening.In order to deeply understand and grasp the influencing factors and conditional configuration of public data opening in China,and improve the interpretation of differences in areas of public data opening,this paper selects the public data opening situation of top 50 cities in the comprehensive ranking of open forest index as samples.By learning from and adopting TOE theory,theories related to organization system and resource-based theory,the "technologyorganization-environment" analysis framework after adjustment is constructed,and the fuzzy set qualitative comparative analysis is carried out on the influencing factors of public data opening in 50 cities,from which the conditional configuration path of influencing factors of high and low performance of public data opening is summarized.The research and exploration of typical cities of public data opening,explore the development model of Chinese public data opening,and put forward corresponding countermeasures and suggestions to better promote the public data opening.The thesis is divided into five parts: the first part puts forward the core research questions,ideas and methods;The second part defines and combs the core concepts and theoretical basis of the paper,mainly public data,public data opening and data governance,as well as "structure-function" theory,TOE framework theory and resource-based theory.On this basis,the analysis framework is constructed to explain its logical structure,index elements and mutual relations.The third part is qualitative comparative analysis of the influencing factors of public data opening performance,including sample selection,variable design and data,data processing,condition combination analysis of influencing factors of public data opening performance.The fourth part discusses the configuration of public data opening performance,including qualitative comparative analysis results,high performance configuration case analysis,low performance configuration case analysis,Chinese public data opening mode exploration;The fifth part combs and summarizes the previous research results,and on this basis puts forward development suggestions in four aspects: technology,organization,environment and element coordination.The purpose of this paper is to discuss the influencing factors of public data opening in China from the perspective of conditional configuration,and put forward the corresponding strategy suggestions.
