| The report to the 20 th National Congress of the Communist Party of China stressed that ensuring people’s health should be given strategic priority in development and policies to promote people’s health should be improved.Health product advertising,as a crucial link in health product marketing,is the main way for consumers to understand health food.The government supervision of health product advertising is related to the people’s life and health,is extremely important people’s livelihood issues,directly related to the people’s health and life safety,is related to the healthy development of our socialist market economy.For the supervision of health product advertising market,the state has completed the top-level design in the system mechanism,laws and regulations,industrial planning,supervision and management,but local governments still face many practical difficulties and problems in the supervision of health product advertising.In the face of the complicated health product advertising supervision,how to improve the government supervision of health product advertising,to create a good health product advertising market,is worth further discussion.This paper takes the government supervision of health product advertising in Dalian as the research object,applies the theories of information asymmetry,market failure and public governance,and adopts the methods of literature research,comparative analysis and case study to make an empirical analysis of the current situation of the government supervision of health product advertising in Dalian.This paper discusses the measures and achievements made by the government supervision of health product advertising in Dalian in recent years from the aspects of establishing the supervision system,implementing the relevant laws and regulations,determining the supervision methods,and carrying out special actions.Combined with the current situation,it points out the problems and challenges in the government supervision of health product advertising in Dalian,that is,the daily supervision of the regulatory body is absent.,the powers and responsibilities of the regulatory authorities are unclear,the regulatory punishment is small,the regulatory means lag behind,the public’s awareness of supervision and rights protection is poor,and the industry self-regulation is absent.The reasons are mainly shown in the following six aspects: the related legal system of health product advertising supervision is not perfect,the reform of the coordination system of the supervision departments is not perfect,the responsibility and attribution scope of the law-violating subject is not clear,the investment of scientific and technological supervision resources is insufficient,the system of social supervision and rights protection is not perfect,and the scientific industry self-discipline system has not been established.By referring to the excellent supervision experience and advanced supervision measures of health product advertising in foreign developed countries and other domestic cities,countermeasures and suggestions are put forward to improve the government supervision of health product advertising in Dalian: Improve the local regulations on the supervision of health product advertising,improve the collaborative management system of health product supervision departments,strengthen the construction of health product advertising supervision and accountability system,strengthen the input of scientific and technological supervision forces,give full play to the supervision role of the public,strengthen the construction of self-regulation of health product advertising industry. |
