Research On Community Correction Team In China

The Community Correction Law was promulgated in 2020,which is a major event in the development history of community correction in China.Its promulgation is an important symbol of the community correction work stepping into the track of rule of law,which has changed the situation of insufficient legal support in community correction for more than ten years.It is a good law that respects and protects the human rights of correction objects,and provides clear and specific legal basis for community correction workers to carry out penalty execution,supervision and management,and correction education according to law.In terms of operational mechanism,it is clear that the community correction committee coordinates and guides the community correction work within its administrative area,the judicial administrative organ is the competent organ of community correction work,and the community correction institution is the executive organ of community correction,which plays an important role in standardizing the community correction work in China.However,there are still many problems in the community correction team,such as the division of the specific responsibilities of correction workers,how to improve the professional quality of correction workers and how to improve their work enthusiasm,and the quality of community correction team will directly affect the efficiency of community correction work.Therefore,it is particularly important to build a regular,professional and professional community correction team.Chapter II of the Community Correction Law stipulates the institutions,personnel and responsibilities of community correction,in which the community correction team is divided into workers of community correction institutions,workers of procuratorates,courts,public security organs and other relevant departments,residents’ committees,villagers’ committees,guardians of correction objects,family members,and docking people of their units or schools.The above-mentioned personnel are summarized by the author,and they are classified into workers of community correction institutions,related judicial staff(workers of procuratorates,courts,public security organs and other relevant departments)and related social workers(residents’ committees,villagers’ committees,guardians of correction objects,family members,and docking people in their units or schools).Among them,the workers of community correction institutions play a central role in the process of community correction,and the relevant judicial staff and social workers play an auxiliary role.After investigating the community correction teams in L city,S province,China,the author found that there are many shortcomings in the responsibilities,professionalism and work enthusiasm of the community correction teams.It is urgent to comprehensively analyze the shortcomings of the community correction teams,find out the crux,analyze the causes of the crux,and put forward relevant suggestions,so as to promote the professionalization and standardization of the community correction teams and make the community correction work smoothly and efficiently.By studying the community correction team in L city,S province,it is found that there are many problems in the current community correction team in China.For example,the problems of responsibilities convergence among various teams,professional quality of correction police,difficulty in training community correction social workers,low salary,low social recognition and low work enthusiasm.By analyzing the above problems,this paper finds out the causes of these problems,and puts forward corresponding improvement suggestions: 1.Clarify the responsibilities of each correction team,strengthen the work convergence of each team,2.Standardize the access standards of each team,improve the professional quality of the team,and 3.Strengthen the propaganda.The quality of the community correction team has a vital influence on the correction effect of the correction object.Therefore,it is necessary to fully implement the important instructions of the general secretary on the community correction team,rule the country according to law,and set up a regular,professional and professional work team according to the latest requirements of the Community Correction Law,so as to better meet the objective needs of our community correction work,better implement our community correction system,and make the community correction system exert its maximum effect.
