In recent years,with the proliferation of urban stray animals,the problem of stray animals has gradually come into the limelight.Due to the random abandonment of pets by pet owners,the inability to return lost pets to their owners through reasonable means and the generation of ownerless animals in stray cities,especially in first-tier cities such as Beijing and Shanghai,the number of stray animals has grown extremely rapidly,and the number of stray animals in China has now reached tens of millions.The problems caused by urban stray animals are obvious,including but not limited to the fear psychology caused by stray dogs and cats,the risk of viruses carried and spread by unowned animals,and the damage to the local ecological balance,etc.These problems are worthy of attention and need to be solved urgently.In this paper,we will analyze the origin and development of the U.S.stray animal shelter system and its current status of implementation in order to obtain suggestions for the control of stray animals in China,the construction of our stray animal shelter system and the improvement of animal welfare.This paper is divided into four chapters,including the introduction,which describes the purpose and significance of the study,the background of the selected topic,the literature review,and the research method.The first chapter defines the basic concepts of stray animals and the causes of stray animals;the theoretical basis for establishing the stray animal shelter system and the background of stray animal protection is of key importance for understanding the establishment and development of the stray animal protection system.Chapter 2 analyzes the origin and development of the stray animal shelter system in the United States,from the emergence of the first animal protection organization in the United States to the milestone appearance of the first animal shelter,gradually expanding the scale,increasing the number of staff and sheltered animals,and then reaching cooperation with medical institutions,combined with the changes in the development of animal protection regulations in the United States,for the development of animal welfare protection regulations in China and the establishment and development of stray animal The development of animal protection laws and regulations in the U.S.has strong implications for the development of animal welfare laws and regulations and the establishment and development of stray animal shelters in China.Chapter 3 describes the current situation of the stray animal shelter system in the U.S.,starting from the current legislative situation and the current practice situation respectively.Many of these successful legislative provisions can be used as a reference for China.The current state of practice is mainly selected for the study of stray animal shelters in terms of data management and follow-up treatment,using the state of Michigan and Florida as the entry point for specific analysis,providing effective experience for China in the management of stray animal shelters.Chapter 4,based on the previous analysis,discusses the current situation and dilemma of stray animal shelter in China,analyzes the successful experience of the stray animal shelter system in the United States,and considers the legislative and practical inspiration for the construction of the stray animal shelter system in China based on our national conditions,with a view to providing practical suggestions for the development of stray animal shelter management and the protection of animal welfare in China.
