Research On Legal Issues Of Arctic Security Governance From The Perspective Of A Community With A Shared Future For Mankind

At present,with the acceleration of globalization and changes in the Arctic environment,more and more countries are paying attention to the strategic position and practical significance of security governance in the Arctic region,and all countries want to participate more in the Arctic security governance based on their own positions.Among the eight Arctic countries,whether they are the United States,Russia and Canada in the "first tier",or the five Nordic countries in the "second tier",they have a greater voice and influence than other countries in various fields of Arctic security governance matters,and by virtue of their natural geographical advantages,they exclude other countries that want to participate in the Arctic security governance.On the other hand,other participants,such as non-Arctic states and international organizations,are also actively seeking new approaches and ideas,so as to better participate in international cooperation on Arctic affairs.They have all incorporated Arctic security governance into their own strategic systems,and there have been some major or minor frictions between them.In order to ease the vicious competition among countries and strengthen mutual cooperation,the concept of the community of shared future for mankind can just provide a new idea.As the common property of mankind,the Arctic should involve all countries in security governance,and the effect of security governance can directly radiate to the whole world.Therefore,there is a natural positive correlation between Arctic security governance and the concept of a community with a shared future for mankind.Legal issues of Arctic security governance can be analyzed from the perspective of a community with a shared future for mankind.This paper has four parts: part one is to put forward the problem.This part introduces the connotation of the Arctic security governance,the connotation of the community with a shared future for mankind and the relationship between the two,which serve as the foundation for the whole paper.This paper introduces in detail the connotation of the Arctic security governance mentioned in this paper,points out the attribute of the Arctic security governance as a community with a shared future for mankind by explaining the concept of the community with a shared future for mankind,combines the Arctic security governance with the community with a shared future for mankind,and studies the Arctic security governance from a new perspective.The second part introduces the current parties involved in Arctic security governance and their different positions and propositions in participating in Arctic security governance.At the same time,the present legal framework and effective legal system of Arctic security governance are introduced.In addition to introducing the positions of all parties involved in Arctic security governance,this part introduces the existing problems and challenges in Arctic security governance,such as the pending improvement of the legal system and the lack of effective exchange and cooperation mechanisms,and points out that there are still many issues to be improved in Arctic security governance.The third part discusses the construction of the Arctic security governance system from the perspective of a community with a shared future for mankind,puts forward reflections from three aspects: improving the international legal system,adjusting the attributes of the Arctic Council,and strengthening international cooperation,and puts forward suggestions for the improvement of the Arctic security governance system,which can not only solve the problems existing in the current Arctic governance.It is also China’s voice and contribution to Arctic security governance as an international power.The fourth part focuses on China’s participation in Arctic security governance.This paper analyzes the legitimacy and necessity of China’s participation in Arctic security governance,and expounds the legitimacy of China’s participation in Arctic security governance from the perspectives of international treaties and general principles of international law.At the same time,the ministry put forward new approaches and ideas for China to better participate in Arctic security governance,such as adhering to the principle of "respect,cooperation,win-win and sustainability"...
