Study On The Construction Of The Prevention And Control System Of Rural Social Public Security In Shenyang Shenbei New Area

The report of the 20 th National Congress of the Communist Party of China pointed out that we should adhere to the road of socialist rule of law with Chinese characteristics,build a socialist rule of law system with Chinese characteristics,and build a socialist country under the rule of law.The rural social security prevention and control system is an important part of China’s rule of law.Under this situation,optimizing rural governance and improving the efficiency of rural governance is an important way to solve rural problems.The rural revitalization strategy requires further improving the rural social security prevention and control system,promoting the sinking of rural social security prevention and control forces,building safe villages,and promoting the development of rural regional economy,which is the fundamental guarantee for achieving rural social harmony and stability.Shenbei New District of Shenyang City,as a national pilot county for rural governance,has actively explored and practiced the rural public security prevention and control system.On the basis of defining the connotation elements of villages and rural governance and rural social security prevention and control system,this study takes collaborative governance theory,deliberative democracy theory and system theory as the theoretical basis,and uses literature research methods,questionnaire survey methods,interview methods,and empirical research.Based on the law,field investigation and scientific analysis of the governance status of the rural social security prevention and control system in Shenbei New District,Shenyang City.And using SPSS software for statistical analysis,combined with the current situation and empirical analysis of questionnaire results,it is concluded that the construction of the rural social security prevention and control system in Shenbei New District,Shenyang City has insufficient role of the main body of prevention and control,insufficient control of the object of prevention and control,and poor communication of rural information.Some villagers have weak awareness of the rule of law and relatively lagging behind in information technology construction.Finally,on the basis of referring to domestic advanced experience,according to its own characteristics and actual conditions,it puts forward countermeasures and measures to optimize the construction of the rural social security prevention and control system: such as improving the prevention and control mechanism,establishing institutional guarantees;strengthening prevention and control measures,implementing comprehensive Management and control;build a prevention and control team to achieve human security;build a prevention and control network to form a combination of points,lines and areas;promote the construction of a prevention and control system,integrate rural governance,and summarize to improve the actual effect of prevention and control of rural social security in Shenbei New District,Shenyang City.The research results can provide scientific basis and practical reference for the construction of rural social security prevention and control in Shenbei New District of Shenyang City,and provide policy basis for improving the construction level of rural security prevention and control system,and provide a basis for the construction and safety of rural security prevention and control system in similar areas.Rural construction provides experience for reference,thereby improving the level of rural governance,and assisting the implementation of safe rural construction and rural revitalization strategies.
