From Decentralization To Integration:The Reconstruction Logic Of Commonality In Transitional Community

The transitional community is the historical product of the government’s "enclosure movement" under the background of urbanization.As a new form of community in the practice of grass-roots social governance in China,it has the intermediate nature of the transition from traditional villages to modern urban communities.The decline of the community is a common problem in the process of transitional community governance,and public reengineering has become the key to the effective shaping and successful transformation of the transitional community.Therefore,this paper takes the L community as the observation object,according to the publicity theory,carefully analyzes the unique public micro-dilemma of the transitional community,and explores the reconstruction logic of the publicity of the transitional community.The study found that,for the transitional community,the "end of the village" is the end of form rather than substance.Many of the characteristics of traditional villages still exist in the current community.This constitutes the unique characteristics of the internal social structure of the transitional community,and causes its public reconstruction to face a special practical dilemma: first,the flooding of individual rationality of residents and the involution of identity.The drastic changes in the way of production and life make them pay too much attention to the grab of private interests and take an indifferent attitude towards public affairs.Second,the governance structure is dualistic in urban and rural areas,and the degree of social reorganization is low.The dual governance structure leads to the lack of public authority and public norms with behavioral constraints within the community.At the same time,the slow development of community social organizations makes it difficult to stimulate the collective action of the residents’ society.Third,the public space is out of order and there are few fields of public activities.The transfer of physical space not only removes the residents from the original social relations in a discrete state of atomization,but also brings about the loss of traditional village history,culture and collective memory.By exploring the "traditional energy" left over from the past villages and cooperating with the new "modern forces",the transitional community stimulates and releases the inherent potential of community publicity from the three levels of "interest-organization-space" : at the level of community interests,it is shown as building a solid material foundation,and public power is transmitted through the economic management interests of village collective organizations and the service interests of red property.Recreate the interest connection between the community and the residents,guide the public participation of the residents,and realize the community public identity.At the level of community organization,it shows a solid institutional foundation,and the community provides a guarantee for the reproduction of residents’ collective action by integrating political organizations,integrating and cultivating social organizations: absorbing and rebuilding community public authority by the organization of village elites,and maintaining community public order by organizing production with public rules.At the same time,cultivate community social organizations to activate the collective action of residents and produce community public spirit.At the level of community space,it is shown to create a space field and promote the citizenization of residents: the construction of public space on the community overhead layer facilitates the development of community public activities and stimulates the power of community autonomy.At the same time,it also activates the communication of the resident society and strengthens the horizontal connection of the resident society.The construction of community cultural space enriches residents’ cultural activities,restores residents’ collective memory,and promotes residents’ cultural identity and emotional belonging to the community.These three elements are intertwined with each other and work together on the value goal of the transitional community from decentralization to integration.From the perspective of the modernization of grass-roots governance,based on the reality of the transitional community,continue the local resources of the village,realize the organic connection between the traditional and the modern,and walk out a characteristic road of community public reconstruction.This is not only the value follow of the transitional community to realize the community public reengineering,but also the practical requirement of realizing the transitional community construction.
