| After the reform of the taxation system in my country,the "project system" has become an important way for national resource allocation and supply of rural public products.The project landing is related to whether the policy targets carried by the project can be achieved smoothly.The operating method of project resources directly affects the specific operating mechanism of the project landing,and then has a different impact on the grassroots practice of the project.l.The current research of academic circles for project-made grass-roots practice is mainly focused on the distribution and operation of the internal project resources of the science organization.The author’s survey in V Village in W City found that the village’s beautiful rural construction projects were operated by market outsourcing,and the management and operation of the project were completed by the grass-roots government through the procedures for bidding to introduce market entities.The market body follows a set of market-oriented logic during the project operation,which makes the operating mechanism and practical effect of the project outsourcing different from the previous projects that are biased towards the administrative designated operation.In order to study the operating mechanism and practical effect of the project outsourcing,this article starts from the outsourcing operation process of the construction of the beautiful rural project of the X Village,and explains the responsibilities and behaviors of each subject during the outsourcing operation of the project.First of all,during the project preparation stage,the government led the project construction,the construction company implemented the specific process of the project,and the village cooperated with the project preparation work.Secondly,during the project landing stage,the enterprise leads the project to implement the project,responsible for project construction,coordination and coordination,supervision and rectification;the government conduct dynamic supervision,normal supervision and real-time supervision of the project construction;Essence This causes the project outsourcing in the grass-roots practice to produce the following three aspects of governance effects: first,the supply of rural public products is inefficient,the other is the alienation of the village governance effect,and the third is that the township governments have avoiding responsibility.This article believes that the project outsourcing is embedded in the administrative governance system and enables the project outsourcing operation to have a market-oriented and sectarian dual operation logic.Under this double operation logic,the project operation has become the home of enterprises and the government,and village community organizations and villagers have become the "marginal groups" for project outsourcing operations.Under the influence of the rational thinking of the government and the economic rational thinking of the government and the enterprise,as well as the village community organization and the villagers’ dismissal,the procedure is reasonable but the result is unreasonable. |
