Refined Integration:Research On The Internal Mechanism And Path Of Country Governing Rural Society In The New Era

The modernization of rural grass-roots governance is an integral part of the modernization of state governance,and the relationship between state governance and grass-roots governance should be handled well to promote the modernization of state governance.With the deepening of the rural revitalization strategy,individual needs are gradually diversified,and there are different degrees of tension between the scattered household needs and the overall interests of the country.This paper takes the "party member contact household" system in M village,Macheng City,Hubei Province as the research object,and starts from the three levels of the system’s generation,operation and result,trying to explore the internal motivation of political parties from going to the countryside to entering households,and how the country can realize the "last mile" of integration under the special national conditions of the party’s founding,thus forming a more effective path for the country to integrate rural society.This paper focuses on the governance of rural society by the state and the operation of the linked household system in party member as the key analysis point.On the basis of empirical research,it examines the internal factors of the effectiveness of political parties’ household registration.First of all,it describes the present situation of village governance before the implementation of the linked household system in party member,and analyzes the necessity of the linked household system in party member from three aspects:political motivation,governance motivation and development motivation.Secondly,from the logical process of organizational integration,action integration and identity integration,this paper investigates the operation of the "party member contact household" system,and analyzes its internal mechanism from the dimensions of refining space,responsibility,listing express,door-to-door service,door-to-door communication,collecting public opinion and adjusting contradictions.Finally,from three aspects:reconstructing the governance mode,party building leading the daily life and building a new community in villages,this paper explains the internal approach of "party member contact households" to improve the country’s ability to govern rural society.The research found that,firstly,"party member contact households" is essentially a refined way for the state to manage rural society,which can accurately solve the demands of individual farmers and solve the deviation between "demands and responses".At the same time,strengthen the village society’s sense of identity with the country in differentiated services and communication.The greatest advantage of China’s national system is communist party’s leadership.Through the integration and local utilization of party member,it is an important way to make up for the vacancy of national governance.Secondly,by exploring the internal mechanism of the "party member contact household" system,it is found that refined integration is a kind of micro-governance,and the connection between the state and farmers is realized through precise and detailed connection in unit,content and action.Thirdly,in order to further enhance the effectiveness of the "party member contact household" system,we can realize the state’s governance of rural society by drawing on the hands of political parties by making assessment plans,introducing supervisory subjects,and establishing a new linkage mechanism between party member.
