Research On National Design Mechanism For Promoting Farmers’ Self-Mobilization In Rural Construction

Political mobilization is an important way to promote political modernization.The establishment of a powerful,orderly and effective grass-roots mobilization system in modern countries can promote extensive governance participation and accelerate the process of social modernization.From the perspective of society,with the deepening of "decentralization" since the reform and opening up,the degree of atomization and fragmentation of rural society is increasing day by day,and it is gradually difficult to organize farmers with village-level organizations as carriers.As an external subject,the country has become the main subject of organizing projects and promoting participation.So,how does the country mobilize farmers to participate in rural construction? The investigation found that when a ministry carried out participatory project mobilization in S village in northeast Hubei,a comprehensive management committee was set up outside the village committee.The organization framework and operation rules were designed by the state,and the local people served as members to carry out mobilization,which solved the mobilization problem of village group cadres by mobilizing the masses.The problem consciousness of this paper comes from this: why should the state set up a comprehensive management Committee to solve the problem of grassroots mobilization,and what is the internal mechanism of its rapid mobilization?In this paper,the comprehensive management committee of S village in northeast Hubei is taken as the analysis object,and its establishment motivation,operation mechanism and effect are analyzed by empirical research.The main body of the article is divided into three parts: first,the establishment process of the Committee is investigated,and the causes and methods of the National Design Comprehensive Governance Committee are analyzed.Secondly,inspect the operation process of the Committee and the self-mobilization process of the Committee within the operation framework designed by the state.The third is to investigate the mobilization efficiency of the comprehensive management Committee and put forward a composite mechanism to analyze the action effect of the national design mechanism of self-mobilization.It is found that self-mobilization is constructive.Modern countries can promote self-mobilization through conscious design.The comprehensive management committee contains the national design mechanism of farmers’ self-mobilization.The organization absorbs daily social authority to establish the main foundation of national design,with the cooperation and sharing of formal mobilization resources and informal mobilization resources as the action guarantee,and the internal subjects of society adopt mobilization techniques adapted to the structure of social relations to carry out mobilization actions.The establishment of the Comprehensive Governance Committee has formed a "buffer-adaptation" structure between the state and society,which has promoted the "soft landing" of national policies.The research on the national design mechanism of self-mobilization can provide reference for the stimulation and use of endogenous forces in rural mobilization.
