Since Shenzhen proposed land consolidation interest coordination in 2011,it has been more than 10 years of exploration and practice.The government is deeply involved in the coordination of interests in land consolidation,and interest coordination has become an important implementation method for the development of existing land in Shenzhen.The scope of interest coordination is showing a trend of continuous scale at the square kilometer level.At present,the research focus of the academic community on the coordination of interests in land consolidation is mainly on the mechanism of interest coordination,implementation and operation paths,and there has not been in-depth research on the full cycle closed-loop management of land consolidation interest coordination.The author believes that the full cycle closed-loop management of land consolidation benefits includes two major components: "land collection and storage" and "land development and construction",and the realization of benefits coordination is based on the implementation of future development rights and interests in "land development and construction" after "land collection and storage".From the perspective of promoting the full cycle closed-loop management of land consolidation benefits,the land consolidation benefits coordination project is an economic behavior that needs to consider "equivalent exchange" and "market risk" of "production,supply,and sales".The core lies in achieving "benefits coordination" among "government leadership,community entities,and social participation".The Yanluo Street Land Preparation Benefit Coordination Project in Bao’an District,Shenzhen-Street Preparation Coordination is the first project in Guangdong Province to implement land preparation benefit coordination throughout the entire street.It is the largest land preparation benefit coordination project in Shenzhen,with an implementation area of approximately 10 square kilometers.Due to its wide project implementation area,multiple policy targets,and large scope of influence,analyzing and studying the experiences and lessons encountered during the implementation process can mutually support the policy intentions.This article is based on the case study of the land consolidation interest coordination project in Yanluo Street,Bao’an District,Shenzhen.It comprehensively uses methods such as literature review,policy analysis,case analysis,and survey and interview research to conduct empirical research.Research has found that there are prominent issues such as frequent compensation disputes,pressure on existing enterprises,and idle community land.To achieve the full cycle closed-loop management of land consolidation benefits,it is necessary to combine the effectiveness of policies with the stimulation of subject vitality,comprehensively calculate costs and benefits,handle the relationship between compensation,resettlement,and development,and find the best fit point in the top-down overall planning and bottom-up execution feedback,including continuously optimizing the design of compensation mechanisms,strengthening the connection between land collection and storage and land development and construction Expand cost sharing and coordination paths,etc.The research conclusion is as follows:(1)The design of the compensation mechanism for coordinating the interests of land consolidation should follow the idea of sharing benefits,optimize the compensation mechanism design for underground objects such as pipelines,and land allocation,and build a set of rule-based and one-step compensation accounting models or systems.(2)In the implementation process of large-scale and long-term land consolidation benefits coordination projects,it is necessary to coordinate and strengthen the connection between land collection and storage and land development and construction,clarify and utilize the time difference between the two,and achieve scientific,accurate,and efficient allocation of land resources through phased and batch implementation.(3)The interests of land consolidation and future development come from the realization of planning.Realizing future development rights requires a feasible economic plan-through land redevelopment,we need to expand the space scale,achieve small profits and high sales,reduce space use costs,and increase the overall income of homeowners.
